Draft SOW NAICS Code: 611710 Solicitation Number / RFP Number: 16-100-SOL-00028 Title: "Training and Exercise Development and Other Related Services" INTRODUCTION The purpose of this Sources Sought Notice (SSN) is to seek feedback from companies which can provide training and logistical support from qualified businesses. The Office of the Assistant Secretary for Preparedness and Response (ASPR) intends to provide opportunities in its acquisitions to all types and categories of small businesses and to large businesses. Your response to the information requested will assist the Government in determining the appropriate acquisition strategy, including whether a small business set-aside is a possibility or full and open. This SSN is not a Request for Proposal (RFP) and does not constitute a commitment by the United States Government (USG). The USG is currently conducting market research in accordance with Federal Acquisition Regulation, Part 10, to identify potential small business sources to fulfill the requirement and gather information on current capabilities within the market. All information submitted in response to this sources sought notice is voluntary and the USG will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the USG. Proprietary information submitted should be marked appropriately. All submitted information shall remain with the USG and will not be returned. The U. S. Department of Health and Human Services (HHS), Office of Acquisition Management, Contracts and Grants (AMCG) has a future requirement for training and exercise development and other related services. This SSN solicits industry's interest and capability to provide training and exercise development, and the Department's preference would be if one company can provide all of the work. Businesses must provide evidence showing their capability to perform the work. BACKGROUND: The Department of Health and Human Services (HHS) Office of the Assistant Secretary for Preparedness and Response (ASPR) is a leader in preparing the nation and its communities to respond to and recover from public health and medical disasters and emergencies. The 2006 Pandemic and All-Hazards Preparedness Act (PAHPA), reaffirmed by the 2013 Pandemic and All-Hazards Preparedness Reauthorization Act (PAHPRA), established the ASPR as the principal adviser to the HHS Secretary responsible for providing integrated policy coordination and strategic direction with respect to all matters related to public health, medical preparedness, and deployment of the federal response for public health emergencies and incidents. ASPR's mission is to lead the country in preparing for, responding to, and recovering from the adverse health effects of emergencies and disasters by supporting our communities' ability to withstand adversity, strengthening our health and response systems, and enhancing national health security. The Office of Emergency Management (OEM) is one office under ASPR. Some of the roles of OEM are to support state and local partners when requested, prepare the nation's healthcare system through the National Healthcare Preparedness Program collaboration, and connect people to real-time public health and medical emergency information through our Regional Emergency Coordinators and our Operations and Fusion Divisions. The Office of Emergency Management is responsible for developing operational plans, analytical products, and training and readiness exercises to ensure the preparedness of the OEM, HHS, the Federal Government and the public to respond to domestic and international public health and medical threats and emergencies. OEM's Divisions and the programs under it come together to support HHS' lead role in Emergency Support Function (ESF) 8 of the National Response Framework (NRF), and for the Health and Social Services Recovery Support Function (RSF) of the National Disaster Recovery Framework (NDRF). When a disaster strikes and overwhelms a community, the ASPR Office of Emergency Management (ASPR/OEM) provides medical care and delivers medical supplies to assist state and local communities in treating people affected by the event. ASPR/OEM helps local communities' health care systems by enhancing their ability to maintain health care operations, even in the face of an emergency. They accomplish this by providing resources to communities which enable them to facilitate disaster planning efforts and ensure the health care system can properly respond to threats to their infrastructure. The ASPR/OEM provides resources and expertise to prepare communities for public health and medical emergencies through engaging health care system partners and volunteers from local communities. ASPR/OEM also coordinates health and social service recovery efforts for communities which have been affected by a disaster. ASPR/ OEM continuously supports direct and open communication with all federal, state, local, tribal, territorial and non-governmental organization stakeholders. ASPR/OEM helps these stakeholders save lives, mitigate suffering, and preserve health through planning and training for emergencies, and coordinating the response to public health and medical emergencies. ASPR/OEM provides decision-makers with in-depth information and analysis of trends to better respond to a public health or medical emergency. ASPR/OEM accomplishes this by providing tools for the United States Government (USG), state and local health departments and other entities to track public health and medical emergencies in a specified community. OEM is also responsible for ensuring that ASPR has the systems, logistical support, and procedures necessary to coordinate the Department's operational response to acts of terrorism and other public health and medical threats and emergencies. ASPR/OEM is the lead for interagency planning and response activities required to fulfill HHS responsibilities under ESF #8 of the NRF, HSPD #8 (This directive describes the way federal departments and agencies will prepare for such a response, including prevention activities during the early stages of a terrorism incident) and HSPD #10 (This directive outlines the USG policy for Biodefense in the 21st century and provides a comprehensive framework for our nation's biodefense.). ASPR/OEM maintains regional planning and response coordination capabilities, and has operational responsibility for HHS functions related to the National Disaster Medical Systems (NDMS). OEM acts as the primary operational liaison to emergency response entities within HHS (e.g., FDA, HRSA, SAMHSA, CDC), within the interagency community (e.g., HDS, VA, DoD), and to the public. The National Health Security Strategy (NHSS) intends to refocus the patchwork of disparate public health and medical preparedness, response, and recovery strategies. The NHSS ensures that the nation is prepared for, protected from, and resilient in the face of health threats or incidents with potentially negative health consequences. This refocusing strengthens the community, integrates response and recovery systems, generates a framework for accountability and continuous quality improvement, and creates seamless coordination between all levels of the medical system. The NHSS provides a common vision for how the nation will achieve national health security. Under the NHSS, ASPR's areas of program emphasis are: 1. Enhancement to the State and local medical and public health preparedness - primarily health departments and hospitals; 2. Development and use of National and Departmental policies and plans relating to the response to public health and medical threats and emergencies (e.g., Emergency Support Function (ESF) #8 of the National Response Framework (NRF), Homeland Security Presidential Directives (HSPD) #5, #8 and #10, HHS's Concept of Operations Plan for Public Health and Medical Emergencies (CONOPS) and the Incident Response Coordination Team (IRCT); 3. Coordination with relevant entities inside and outside HHS such as State, local and Tribal, Regional and Federal public health and medical officials, the Departments of Homeland Security (DHS), Defense (DOD), Veterans Affairs (VA), Justice (DOJ), the Homeland Security Council (HSC), other ESF #8 partner organizations and others within the National security community; 4. Rapid public health and medical support to Federal, State, local and Tribal governments who may be responding to incidents of national significance or public health and medical emergencies; 5. Coordination and participate in research, development and procurement activities related to public health emergency medical countermeasures destined for the Strategic National Stockpile. 6. Leadership in international programs, initiatives, and policies that deal with public health emergency preparedness and response related to naturally occurring threats such as infectious diseases and deliberate threats from biologic, and chemical and radiation sources; and 7. Leadership and oversight on medical, science, and public health policies, issues, and programs. SCOPE: ASPR/OEM, for the benefit of its offices and areas of program emphasis require support for the continued training development, the execution of the exercise lifecycle, and the collection and evaluation of issues and lessons learned for inclusion in the corrective actions process as necessary to achieve its mission Working together to save and sustain lives by supporting communities as they prepare for, respond to, and recover from public health and medical impacts of emergencies and disasters and OEM Strategic Objectives: • Build and strengthen recruitment and retention programs. • Invest in comprehensive and sustainable training to ensure long-term workforce development and mission readiness. • Empower all OEM employees and encourage them to take initiative. • Promote personal and professional accountability. • Improve employee wellness and resilience using fitness, health and safety, and quality of life programs. • Engage stakeholders and customers to define and prioritize current and future challenges in order to dedicate and focus resources to develop solutions to complex problems. • Generate the best solutions to critical challenges by investing in people, research, and development that can achieve the best possible health and medical outcomes for communities and individuals impacted by disaster, while strengthening community resilience. • Communicate with customers, engage stakeholders, and nurture partnerships to promote innovative public health and medical emergency management products and services. • Engage and optimize community partnerships to assure that the spectrum of emergency management functions is coordinated, provides for increased situational awareness, and leverages outside expertise. • Leverage evidence-informed technology to enhance the delivery of the highest quality public health and medical emergency management services. • Deliver products, resources, and capabilities tailored to meet the expectations and requirements of our mission customers, and to continuously assess, update, and refine our resources, • Improve operational efficiency through the implementation of effective and efficient policies and procedures. • Create and implement an internal and external communications strategy to reach target audiences (for example, Congress, federal and state, and tribal) that uses all communication media. • Increase OEM's legislative interactions through the ASPR Legislative Affairs Office and the ASPR Division of Budget Formulation to promote and track OEM legislative issues. • Equip OEM staff with technology resources that are safe, reliable, secure, and up-to-date to increase productivity, and effectiveness. This includes developing and executing operational plans, analytical products, and developing and participating in training and exercises to ensure the preparedness of OEM, HHS, the Government, and the public to respond to domestic and international public health and medical threats and emergencies. The Contractor shall provide this required support and assistance. This would provide ASPR/OEM with the systems, logistical support and procedures necessary to train and exercise the Department's operational response to acts of terrorism and other public health and medical threats and emergencies. This requirement shall fulfill HHS responsibilities under ESF #8 of the NRF, HSPD #8 and HSPD #10. Services shall include assisting in the training, exercising and evaluation of the Incident Response Coordination Team (IRCT); planning, implementing, and evaluating Departmental and interagency response exercises, the HHS Continuity of Operations (COOP), and Continuity of Government (COG) programs. As required, the Contractor shall support ASPR/OEM in maintaining regional planning, training, exercising and response coordination capability and the training, and exercise and operational responsibility for HHS functions in the preparedness, recovery and response areas. The Contractor shall fulfill other ASPR training, exercise and evaluation requirements and analysis of training programs, as needed and instructed by the Contracting Officer through task orders. RESPONSE: Responses are limited to 10 pages including appendices and attachments. Respondents to this sources sought notice may identify their interest by submitting a capability statement. Respondents are asked to provide one (1) page that contains the following information: • All Point of Contact information (email addresses, phone numbers, mailing address, DUNS information, etc) • Respondents are asked to list all relevant NAICS codes. • Respondents must indicate whether their firm is a small or large business. If small, indicate the classification. • Respondents must indicate whether they offer the required services on ANY Federal Supply Schedules. If so, please list the schedule numbers. • Person handling this SSN, in the event HHS has additional questions or requires clarification of the submitted information. Pages 2-10 should address your capabilities should convincing data that your company can perform the work included in the Draft Statement of Work. Data contained in excess of the 10 page limit will not be reviewed. Please feel free to provide comments and suggestions to the Draft Statement of Work.
