System Requirements Document (SRD) DRAFT VISTS SOW DRAFT Request for Information (RFI) Virtual Interview Skills Training System RFI Purpose THIS IS A REQUEST FOR INFORMATION (RFI) ONLY, it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI is developed for the express purpose of surveying interested sources on applicable services for a simulation based learning tool for practicing and obtaining feedback on the use of TEACH and MI skills. Supplement face-to-face training and coaching is required. The simulation based training tool will need to be customized to present multiple patient responses, based on the skills used or not used, to support development and enhancement of health care providers and clinicians conducting patient centered communication throughout the VHA Interested sources are invited to provide their approach to meet the requirements for the Virtual Interview Skills Training System as described below. This RFI does not commit the Government to contract for any supplies or services whatsoever. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested parties' expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. North American Industry Classification System Code (NAICS): 511210 Background VHA SimLEARN has identified a need for effective patient interviewing techniques. The VHA requires a simulation-based tool for practicing and obtaining feedback on interviewing using the TEACH, an acronym for Tune In, Explore, Assist, Communicate, and Honor and MI, an acronym for Motivational Interviewing skills to supplement face-to-face training and coaching techniques. The simulation-based tool needs to be customizable to present multiple patient responses during health care provider and clinician interviews. Providing these opportunities for continued learning is aligned with the VHA's strategic goal of providing care that is personalized, proactive, and veteran-centered. Training Capability The Contractor shall deliver a tool with the following capability of: GRAPHICAL USER INTERFACE. Simulation based training tool used for developing and enhancing interviewing skills for health care providers and clinicians; a common Graphical User Interface (GUI) that can be resized by the user as well as a database that can accommodate 10,000 learners per year. SCENARIOS. • Two (2) obese veteran scenarios (one basic scenario and one advanced scenario) designed to train the learner to influence the simulated patient to enroll in a weight management program. • Two (2) diabetic (Diabetes Mellitus) and tobacco using veteran scenarios (one basic scenario and one advanced scenario) designed to train the learner to influence the simulated patient to stop using tobacco and/or engage in diabetes management. • Two (2) cardio vascular disease veteran scenarios (one basic scenario and one advanced scenario) designed to train the learner to influence the trainee to increase physical activity and/or participate in a cardiac rehabilitation program. • Two (2) chronic illness (Hypertension or Diabetes Mellitus) veteran scenarios (one basic scenario and one advanced scenario) designed to train the learner to influence the trainee to take medication and/or follow through with treatment/self-management recommendations. • Scenarios that target basic and advanced learners. • High degree of fidelity using simulated patients that model realistic verbal and non-verbal behaviors including posture, facial expression, and tone of voice. • Scenario simulated patients that react to learners' positive, negative, neutral actions, as well as errors of omission. • Scenario simulated patient behaviors that are not be limited to the most recent learner actions. Past learner actions that can be factored into future human actor/avatar behaviors once the learner has completed at least two actions. SCORING. Scoring that assesses the learner for correct, incorrect, and neutral responses as well as errors of omission. ADMINISTRATION. Collect data on individual and aggregate system usage rates and generate reports on usage rates. • Generate reports on individual and aggregated performance over time. • Printing scoring, usage, and performance data reports. • Allow learners to be associated with 200 facilities. Allow designated individuals to generate data reports on a single, limited group, or all facility locations. • Allow administrators to elevate user privileges to access usage data and learner performance data. The VA is in need of two versions: STANDALONE SYSTEM Playable in an Internet Explorer browser on a standard VA enterprise Gold-Build computer via optical drive (CD/DVD) without degradation and without a web connection. The standard VA enterprise Gold-Build computer system specifications are: • Intel i5 computer with 4GB RAM • Microsoft Windows 7 enterprise 64bit Service Pack 1 Operating System • Internet Explorer Version 11.0 Web Browser • Flash Player Version 10.0.0 or better • Adobe Reader Version 9.0 or better • Direct X Runtime Version 11.0 • NVidia 4200M Graphics Card (Driver version 327.62) NETWORKED SYSTEM Accessible remotely via a Government approved electronic computing device with encrypted smart technology providing controlled access. The system will be used to supplement face-to-face training and coaching and will support the development and enhancement of health care providers and clinicians who interview patients throughout the VHA facilities. Response Content Provide company capabilities and experience relative to the services and competencies (skill sets) identified above. Provide a rough order of magnitude (ROM).
