- CIFE Requirements Document CIFE JOFOC The General Services Administration, Public Buildings Service (GSA/PBS) utilizing Simplified Acquisition Procedures (FAR Part 13), intends to make an award to Stanford University, Stanford, CA 94305 under the authority of FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. GSA/PBS is seeking to acquire Center for Integrated Facility Engineering (CIFE) Membership. Stanford University’s Center for Integrated Facility Engineering (CIFE) is an academic research center and all rights and privileges associated with the membership shall belong to the General Services Administration (GSA) and not individual employees. All GSA employees chosen as representatives under the member-level membership will have the right to participate in the GSA member-level membership, including the use of prototype software, online training, publications, discounted rates to membership events, and participation in advisory groups. The proposed contract is for services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. The NAICS code is 561330. Interested persons may identify their interest and capability to respond to this requirement. This notice is not a request for competitive proposals. The government will consider all responses received by 2:00 pm. EST, Thursday July 21, 2016. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
