- AMEDMENT 01 to NNA1619RFI: This notice is being amended to provide potential Offerors an update to the Environmental Support Services sources sought notice originally posted on March 10, 2016 under this same announcement number. The Government used various methods to conduct market research to identify if commercial items or nondevelopmental items are available to meet the Government’s needs or could be modified to meet the Government’s needs, in accordance with FAR Part 10, Market Research. A majority of the research was gathered using a sources sought notice provided to industry via fbo.gov, GSA Advantage and GSA OASIS. Market research established that the Government’s need cannot be met by a type of item or service customarily available in the marketplace; therefore, in accordance with FAR Part 10.002(d)(2), the Government does not intend to use FAR Part 12, Acquisition of Commercial Items, for the acquisition. This procurement is contemplated to have a fixed price “core” with cost plus fixed fee contract line item(s) and a five year period of performance. The total estimated value of the contract, including all options, is not expected to exceed $17 million. The Government anticipates, but does not guarantee, the following acquisition schedule: Milestone Date Acquisition Plan 8/19/16 DRFP 10/1/16 RFP 12/14/16 Proposals Due 1/23/17 Pre Negotiations 3/21/17 Discussions/Negotiations 4/11/17 Selection 6/1/16 Contract Award 6/23/17 This also serves as a notice of intent to award under the GSA OASIS program and will be set aside for small businesses. The solicitation will only be available electronically under GSA OASIS via http://www.gsa.gov/portal/category/104731. This GSA vehicle best meets the needs of the Government and will be conducted under FAR Part 8, Required Sources of Supplies and Services. No responses are necessary.
