Description
This is a pre-solicitation notice only. The full request for quotes P16PS02014 is anticipated to be available at: https://www.fbo.gov on or about July 26, 2016 as a total small business set-aside. PAPER COPIES OF THE REQUEST FOR QUOTES WILL NOT BE ISSUED, AND TELEPHONE REQUESTS OR FAX REQUESTS WILL NOT BE ACCEPTED. PROJECT DESCRIPTION: The Department of the Interior, National Park Service, Mount Rainier National Park intends to issue a Request for Quotations for asphalt overlay of sections of four trails (approximately 1 mile) in the Paradise area of the park located at approximately 5400 ft. in elevation. These are narrow hiking trails, approximately 6 ft. in width. Paving shall be an overlay of 2" HMA class 1/2" in accordance with WSDOT standard specifications that shall be applied to a base prepared by the National Park Service. All work will be performed under a single firm-fixed price construction contract, to a single contractor; wages shall be subject to the Davis-Bacon Act. Period of performance for this project is anticipated to be between August 22 and August 31, 2016. Weather conditions will be a determining factor in deciding the exact period of performance and the start date, project completion goal is no later than September 15. In accordance with FAR 36.204 the magnitude of this contract is between $25,000 and $100,000. This RFQ is intended to be a "Best Value" procurement with technical capabilities and past experience being equal to price in the selection of the most responsive, responsible offeror. Award may be made to a firm other than that offering the lowest price. Any interested firm shall be able to provide a list of previous jobs showing experience in completion of the work described above. A Pre-Bid site visit will be held for this project on Monday, August 1, 10:00am. Participants shall meet in the Paradise area, behind the Jackson Visitor Center near the stone steps. Participation in the Pre-Bid site visit is highly recommended as it shall be the responsibility of the offeror to verify all required quantities. Responses shall be due approximately August 12, 2016. The NAICS code for this procurement is 237310 and the business size is $36.5 Million. This procurement is set-aside for Small Business in accordance with FAR Part 19.5. Payment protection (bond or irrevocable letter of credit) will be required after award. All offerors must establish and/or maintain an active registration and have up to date representations and certifications at http://www.sam.gov prior to closing date of this RFQ. Prospective quoters must visit FBO periodically to check for amendments and other changes to the contract documents; no notifications will be sent. The project will be completed in and administered by Mount Rainier National Park.
