- Special Notice Number: PIFSC-16-SN01 Agency: Department of Commerce Office: National Oceanic and Atmospheric Administration (NOAA) Location: National Marine Fisheries Service, Pacific Islands Fisheries Science Center This is a Special Notice of intent to procure the services for customized software modifications to PAMGUARD software, including implementation of modifications to the event identifiers and metadata within the PAMGUARD software for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Pacific Islands Fisheries Science Center (PIFSC), Protected Species Program (PSD) on a sole source basis with SMRU, LLC. The Government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures estimated not to exceed $150,000.00. The proposed vendor has experience in Pamguard software and knowledge of Pamguard's fundamental architecture required for modification of its data structures, as required for this task. Because we require modification to the fundamental data structure within Pamguard, it is necessary for the software architects responsible for developing the software and addressing bugs within the software to undertake the work. The Government intends to negotiate a firm fixed price contract with the period of performance commencing approximately one year from the award date. The NAICS code for this procurement is 541620 with a corresponding size standard of $15.0M. This Special Notice is not a request for competitive proposals and no solicitation package is available; however, other potential sources with the expertise and required capabilities may submit such data which demonstrates the requirements stated above. Submissions are due no later than July 21, 2016 at 3:00 p.m. HST, Honolulu, HI. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. It is the Government's belief that only SMRU, LLC can provide the service stated above. This procurement also requires contractors to complete the electronic representations and certifications at the SAM website. All vendors doing business with the Government are required to be registered with the System for Award Management (SAM). No award can be made unless the vendor is registered in SAM.
