- The solicitation will be released on or about July 6, 2016 Update 1: The solicitation is released on 7/07/2016 with a closing date of 8/08/2016 The U.S. Government is pursuing a long-term, Indefinite Delivery Indefinite Quantity (IDIQ) contract with firm fixed with Economic Price Adjustment pricing for the duration of a firm fixed price base period of three (3) years and two option years. The solicitation is for a DLA managed consumable item, for the procurement of part numbered items that cross reference to a National Stock Numbers (NSN) identified in Section B of the solicitation. The item will be solicited using FAR Part 12 guidelines in combination with FAR Part 15. There are two approved manufacturing sources, Enersys Energy Products (CAGE 0WY95) and Exide Technol0gies (CAGE 0S0P8); therefore, the acquisition will be limited to items manufactured by these manufacturers. Because there is only two manufacturing sources, the requirement is being procured with other than full and open competition in accordance with FAR 6.302-1, Only One Responsible Source, or in this case, a limited number of responsible sources, and No Other Supplies or Services Will Satisfy Agency Requirements. The statutory authority permitting this is 10 USC 2304 (c)(1). The resulting contract will be a split-award amongst the approved sources of supply and/or their distributors. The purpose of the split award is to ensure a continuous availability of reliable source of supplies and to satisfy projected needs based on a history of high demand.
