- Description
- The Office of Acquisition and Agreement Management (OAAM), of the National Institute of Standards and Technology (NIST), on behalf of the NIST Laboratories, intends to negotiate on a sole-source basis with JA Woollam under the authority of FAR Part 13.106-1(b), for an Automated Spectroscopic Ellipsometer. The Nanoelectronics Group (NEG) of the PML has a need for an Automated Spectroscopic Ellipsometer to characterize thin films and support scientific and technical research projects in the Engineering Physics Division (EPD). The ellipsometer is a necessary tool for the research of NEG to develop novel methods and test structures and to characterize the electromagnetic response of emerging atomic layer 2-D electronic materials over a broad spectral range. Since it is essential to understand the optical properties of the 2-D thin films that are needed in the development of advanced devices, the instrument will facilitate such measurements on the micrometer scale of 2D surfaces. Only Woollam's system is 100 percent compatible and adaptable with respect to the hardware, proprietary data acquisition software, and method of modeling and data analysis of the existing two other J.A. Woollam ellipsometers (IR-VASE NIST # 624475and VUV-VASE NIST # 610905) in NEG and with other ellipsomters (CNST, MMS of MML) at NIST. The data acquisition and experimental data on three existing systems are in proprietary format and can be processed cross all the systems. NIST already possesses a number of licensed software from J.A. Woollam Co. for data acquisition and modeling that will be used to analyze the proprietary format experimental data obtained from this system. All researchers and technicians already had training on using J.A.Woolam's hardware and software. All the system can use the same calibration artifacts for comparison and performance evaluations. Some of the optical components such as focusing optics can be interchangeable with the existing systems to perform some special samples when needed. The sample holder and manipulators can be quickly swappable between systems when needed for a special measurement. Regular maintenance across platforms will be performed by the same procedure. The system can be installed easily with PML's lab utility services using the same connect adapters from the existing ellipsometers. No other software or instruments will ensure 100 percent compatibility. The North American Industry Classification System (NAICS) code for this acquisition 334516, with a size standard of 1000 employees. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by July 22, 2016 will be considered by the Government.
