- Justification and Approval The Office of Naval Intelligence intends to award a sole-source contract to renew 50 RAZOR software licenses and their maintenance to Visible Systems Corporation under the authority of FAR 6.302 - only one responsible source and no other supplies or services will satisfy agency requirements. It is anticipated that the award will be for a base year and 2 option years.. Provision 52.217-5, Evaluation of Options, pertains. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive quotes. However, all information received by 10:00 EST on 14 Jul 2016 will be reviewed by the Government, on whether or not to conduct a competitive procurement for future requirements. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government Parties may express their interest via email. A sole-source justification and approval (J&A) is attached.
