- Section K SF-18 All quotes/responses shall be submitted via email to Donna Owens at donna.owens@navy.mil, no later than 5 P.M. EST, 07/20/2016. Solicitation N00421-16-T-0415 is issued as an intent to sole source. The Government intends to solicit and award a firm-fixed price purchase order on a sole source basis with Northrop Grumman Systems Corporation. NAWCAD has a requirement to upgrade our MLST3 Server with the MSTL3 link 11 & 16 Interface Kits installed. The MSLT3 is required to conduct developmental Link 16 functionality and standards compliance tests leading to the SPAWAR certification tests. If any test tool was used other than the MLST3 all other scenarios and test procedures would need to be written for the new test tool other than the MLST3. The certification of another test tool would not be economically advantageous for the Government. This purchase will be under the authority implemented by the Federal Acquisition Regulation (FAR) Part 12, and Part 13. Offeror's must be registered in the System for Award Management Registration (SAM) database prior to submission of an offer to be considered for award of any DoD contract. This may be accomplished electronically at http://www.sam.gov. See Attached RFQ This is a firm-fixed price procurement; therefore, the offeror's initial offer should represent the vendor's best quote in terms of price and technical acceptability. Please complete attachment : Section K ***Basis for Award*** The Government intends to award this on a sole source basis. This notice of intent is not a request for competitive proposal. However, all quotations/responses received by closing date of this notice will be considered by the government. All responses to this solicitation MUST be received no later than 5 P.M. EST 7/20/2016. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement.
