Description
NOTICE OF INTENT TO SOLE SOURCE: The Centers for Disease Control and Prevention (CDC), Center for Surveillance, Epidemiology, and Laboratory Services (CSELS), Office of Public Health Scientific Services (OPHSS), intends to negotiate a sole source firm fixed price contract in accordance with FAR Subpart 13, Simplified Acquisition Procedures, to Social & Scientific Systems, Inc., Silver Spring, MD 20910, for the project entitled "Healthcare Cost and Utilization Project (HCUP) Database Renewal Support." CDC programs use the sponsored HHS Agency for Healthcare Research and Quality's (AHRQ) Healthcare Cost Utilization Project (HCUP) databases for research projects and for surveillance. HCUP databases collect efforts of state data organizations, hospital associations, private data organizations, and the Federal government to create a national information resource of patient-level healthcare data (HCUP Partners). CDC will utilize data from this purchase to monitor, identify, diagnose, investigate, and research public health related issues on multiple topics of importance to the nation's health. The HCUP data provided for this requirement are State Inpatient Databases (SID), Select State Ambulatory Surgery Databases (SASD), and Select State Emergency Department Databases (SEDD) renewal support from over 40 states. A sole source acquisition is justified because Social & Scientific Systems, Inc., is currently the HCUP Central Distributor of these databases. The anticipated period of performance is September 14, 2016 through September 13, 2017. CDC intends to negotiate this requirement with Social & Scientific Systems, Inc., under the authority of FAR 13.106-1(b), Only One Responsible Source, and 41 U.S.C. 253(c) (1). Social & Scientific Systems, Inc., is the only source available to provide these services and meet the Agency's critical requirement. This notice of intent is not a request for competitive proposals or quotations. A determination to compete this procurement based on responses to this notice is solely within the discretion of the Government. Interested parties who believe they possess the capabilities to satisfy this requirement should submit a capability statement demonstrating their abilities to meet this requirement as described above. All responses should be received by July 22, 2016, at 9 AM, Eastern Standard Time (EST). All responses must be in writing and can be sent via email to bbv9@cdc.gov with the reference number 2016-Q-65078 in the subject line. No telephone calls will be accepted. The North American Industry Classification System (NAICS) Code is 334614, Software and Other Prerecorded Compact Disc, Tape, and Record Reproducing, with a size standard of 1,250 employees
