- Sources Sought-Attachment A Project Description The General Services Administration, Public Building Service, Region 7, is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to remove two 191 ton chillers and condenser/chilled water pumps and replace them with two 188 ton chillers and condenser/chilled water pumps. The Place of Performance is at the Texarkana Courthouse/Post Office located at 500 N State Line Ave, Texarkana, AR. All necessary connections, valves, pumps, piping and electrical modifications shall be included. In addition, the new chillers' control system shall communicate with the existing building automated system. Replacement Chillers shall be wired to and communicate by BACNet directly to the Building's Niagara JACE Controller. The Chillers shall not be linked through a propriety building system controller. Contractor will be responsible to verify the existing BAS and provide all necessary wiring, controls, and/or Modbus/BACNet cards (if needed) to integrate chiller's controls to BAS. The Contractor will have 45 days to complete the work after the chiller arrives on site. The new chiller requirements are as follows: Minimum 188 tons of cooling IPLV-.353 Evaporator EWT/LWT (F) 55/45 Evaporator GPM- 448 Condenser EWT/LWT (F) 86/96 Condenser GPM- 538 Evaporator Pressure Drop (Not to exceed) 5.45 psi (2 pass heat exchanger) Condenser Pressure Drop (Not to exceed) 6.25 psi (2 pass heat exchanger Minimum two compressors per chiller The applicable North American Industry Classification System (NAICS) code to be assigned to this procurement is 238220; the associated small business size standard is 15 million. The magnitude for this project is between $500,000 to $1,000,000. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals. Submission of any information in response to this market survey is purely voluntary. The government assumes no financial responsibility for any costs incurred associated to this request for capability information. If your organization has the potential capacity to perform these contract services, please provide the following information: (1) A complete and current record of your registration within the System for Award Management, located at https://www.sam.gov/. The record shall include your DUNS number, organization name, address, contact name, email address, web site address, telephone number, type of organization, and small business type(s). (2) A capability statement supporting claims of organizational and staff capability to perform the tasks listed in the "Project Description" paragraph above. (3) In order to demonstrate successful experience as a General Construction (GC) Contractor and/or as Plumbing, Heating, and Air Conditioning contractor, please provide at least three but no more than five similar chiller removal and installation projects (150 Ton or larger) substantially completed within the past five years from the issuance of this Sources Sought utilizing Attachment A. GSA requests that potential sources only submit the minimum information necessary. The result of this market research will contribute to determining the method of procurement, including type of small business set-aside. NO LARGE businesses need to respond to this notice. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. However, GSA may contact sources to gather additional information as required. Submission Instructions: Interested parties, excluding large businesses, who consider themselves qualified to perform the above-listed services are invited to submit a response to this Sources Sought Notice by 2:00 PM (CDT), Wednesday, July 13, 2016.
