- Title: GRCOP84 ALLOY ARGON ATOMIZED POWDER General Information Solicitation Number: NNX16591679Q Posted Date: 07/07/2016 Period of Performance:N/A Contracting Office Address NASA Shared Services Center Procurement Division Building 1111 Jerry Hlass Road Stennis Space Center, MS 39529-6000 Description The NASA Shared Services Center (NSSC) has a requirement to procure GRCop84 Alloy Argon Atomized powder to the following specifications: (a) Chemistry to included Table (b) 300 lbs +/- 30 lbs (c) Powder is to be Argon Atomized (d) Spherical Particles with Particle Size Distribution of -325 mesh Powder Specification Table ComponentWt %Wt Ratio Cr6.2-6.8 Nb5.4-6.0 Fe0.02 Max O0.07 Max CuBalance Cr/Nb1.08-1.21 1.Certification of chemistry and particle-size distribution (PSD) report to ASTM standards is required 2.2% max above 45 µM 3.Powder is to be delivered in individual 30 pound Argon back-filled container if possible 4.Deliver on or before: Aug 4, 2016 The powder being purchased is to be utilized in NASA's sintered laser melting machine. NASA/NSSC intends to issue a sole source contract to ATI Powder Metals, 6515 Steubenville Pike, Pittsburgh, PA 15202 under the authority of FAR 13.106-1(b)(1)(i). It has been determined that ATI Powder Metals is the sole provider of GRCop-84 at -45 micron powder. Delivery of the GRCop-84 at -45 micron powder shall be delivered on or before Aug 4, 2016 to: Central Shipping & Receiving Building 4631, Saturn Road MSFC, AL 35812 This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-87-1. The Government intends to acquire commercial items and services using the provisions, clauses and procedures prescribed in FAR Part 12 and FAR Part 13. The NAICS Code is 332117, Powder Metallurgy Part Manufacturing. The size standard is 500. The following clauses and provisions are applicable to this combined synopsis/solicitation: 52.212-1, Instructions to Offerors; 52.212-3 Offeror Representations and Certifications-Commercial Items; 52.212-4 Contract Terms and Conditions-Commercial Items; 52-212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 5:00 p.m. Eastern Standard Time on June 8, 2016. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
