- BPA Package Statement of Work The Department of Health and Human Services (DHHS), National Institutes of Health (NIH), Office of the Director (OD), Division of Simplified Acquisition Policy and Services (DSAPS), contemplates issuing on a competitive basis, Blanket Purchase Agreements (BPAs) for the purpose of supporting the NIH Scientific Review Evaluation Award (SREA) Program. The services required include commercially available overnight sleeping accommodations, hotel and meeting support services. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; submissions are being requested and an additional written solicitation will not be issued. The solicitation number is P(RB)-2016 for this requirement. The applicable NAICS code is 721110 (Hotels "except Casino Hotels" and Motels). It is the Government's intent to issue BPAs to the vendor(s) whose submission provides the best value to the Government. The BPAs will be valid for a period of two (2) years. The issuance of a BPA does not guarantee the vendor a minimum number of, or any orders. The BPAs will be issued on meeting the accompanying certifications, provisions and specifications. The submission shall be received by 2pm EST, December 15, 2017. Evaluations and selection for BPA issuance will be based upon the following: (1) Meeting the specifications of the Statement of Work, and BPA Terms and Conditions, (2) Past Performance, and (3) Price. This acquisition is being conducted under FAR part 13, Simplified Acquisition Procedures. The selected vendors will be issued Blanket Purchase Agreements valid for (2) years. Vendors shall be located within a fifty mile radius of the major airports near the main NIH Campus or the main campus of National Institutes of Environmental health Services (NIEHS). These are located as follows: (NIH) 9000 Rockville Pike, Bethesda, MD USA 20892 and (NIEHS) 111 T.W. Alexander Drive, Research Triangle Park, NC USA 27709 or the vendor shall be within a fifty mile radius of the major airports of the following cities: Maryland- Annapolis, Baltimore, Bethesda, College Park, Gaithersburg, Rockville, National Harbor, and Silver Spring; Northern Virginia- Dulles Airport and Washington National Airport; Washington, DC; California-Los Angeles, Long Beach, Santa Monica, San Diego, and San Francisco; Florida- Tampa and Orlando Chicago, IL; New Orleans, LA; St. Louis, MO; Raleigh/Durham, NC; Seattle, WA; Denver, CO Providence, RI; Texas- Dallas, Fort Worth, Houston, and San Antonio.
