- The USGS has a requirement for a sole source firm-fixed price contract with Digital Measures, to continue the implementation of the Personal Hazard Analysis (PHA) functionality created through the Activity Insight for a web-based platform for the USGS. Currently, Activity Insight with the customized PHA feature has been developed and is in the process of implementation USGS-wide. Activity Insight is a web-based database developed and administered by Digital Measures (DM) that allows for customization of data entry fields, data retrieval, and report formats. Period of Performance will be as follows: Base 09/26/2016 through 09/25/2017 plus four 12-month options. Market research (internet searches and contacting companies offering similar products) was conducted in May 2016 indicating there are competitors who provide a similar platform or application. However, the PHA is USGS-specific application customized to USGS needs. Other competitors do not offer customizable modules or applications to meet the Government ¿s minimum needs. Further, none could provide their product without a significant reinvestment by the Government. Therefore, the USGS intends to make an award to Digital Measures unless it is contacted by any who believes they have obtained similar technical expertise and can provide the same service. Vendors are invited to contact the Contracting Officer, Julio Cordoba via email at jcordoba@usgs.gov no later than 10:00 AM EDT, Tuesday, July 12, 2016 with an affirmative answer.
