DESCRIPTION THIS IS A REQUEST FOR INFORMATION (RFI) ONLY - This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. Solicitations are not available at this time. Requests for a solicitation will not receive a response. This notice does not constitute a commitment by the United States Government to contract for any supply or service whatsoever. All information submitted (as a white paper) in response to this announcement is voluntary; the United States Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the United States Government. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the FedBizOpps.gov at www.fbo.gov. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. Synopsis: The US Army Contracting Command, on behalf of the Joint Program Executive Office for Chemical and Biological Defense (JPEO-CBD), is seeking technology(ies) to support the Joint Project Manager - Elimination (JPM-E) in the development of Scalable Elimination Sets, Kits, and Outfits (SESKO). The technology(ies) may be currently commercially available, or in any phase of research and development. If responding with more than one technology, please indicate whether the technology is mature, under development or is in basic research. If known, please state the Department of Defense (DoD) defined Technology Readiness Level. The Government seeks parties interested in redesign, modifying, and testing of pre-existing technology. Background An in theatre mission may include the locating of Biological Warfare Agents (BWA) in bulk containers, or in munitions while in hostile, uncertain, or permissive environments, necessitating an elimination mission. Elimination missions require SESKO to enable the Identification, Defeating (Delay, Disrupt, Destroy, Neutralize), Disabling (Exploit, Degrade, Destroy), or Disposing (Reduce, Redirect, Dismantle) of small amounts/quantities of BWA in bulk agent containers and munitions. Information Sought: the Government seeks technologies that meet the mission profiles below. The Government has an interest in the development of technologies to meet f the mission profiles identified below. Please respond to the specific mission profile(s) where current technology development applies.. Please include developmental and/or production rough order of magnitude (ROM) cost estimates. SESKO has seven (7) mission profiles: Mission Profile 1.Identification of Biological warfare agents (BWA). Identification means locate, identify and characterize capability of BWA. Identification of the BWA is essential to defeat, disable, and disposition activities. This capability is a means of assessment, attribution, agent access/sampling and hazard prediction modeling; and is also a means to exploit intelligence in order to support commander decision making when required. Mission Profile 2. Defeating small amounts of BWA (less than 1 metric ton in 72 hours) in bulk agent containers. Defeating encompasses the ability to immediately attack weapons of mass destruction (WMD) and delivery systems to prevent their use against joint forces within or movement of WMD out of the operational area. The operational situation during Biological weapons of mass destruction (BWMD) operations requires near-immediate destruction of adversary BWA. Mission Profile 3. Defeating small numbers of BWA (48 rounds of 155mm projectiles in 72 hours) in munitions. Defeating means the ability to immediately attack WMD and delivery systems to prevent their use against joint forces within or movement of WMD out of the operational area. The operational situation during BWMD operations requires near-immediate destruction of adversary BWA in munitions. Mission Profile 4. Disabling small amounts of BWA in bulk agent containers. Disabling encompasses the ability to do damage, degrade or destroy adversary WMD so that said WMD assets can no longer perform their intended functions, neither be restored to a usable condition without being entirely rebuilt. For BWA, this means that bulk agent can no longer be effectively weaponized or employed. Degrading the bulk agent can also mean rendering the agent ineffective, or unusable. This capability requires control capabilities as well as the capabilities to understand the environment and mitigate hazards. If follow-on activities to complete WMD program dismantlement are required, a handoff to others to carry out WMD disposition activities may be required. Mission Profile 5. Disabling small numbers of BWA in munitions. Disabling encompasses the ability to damage, degrade or destroy adversary WMD. Damaging means treating WMD assets so that they can no longer perform their intended functions, nor be restored to a usable condition without being entirely rebuilt. For BWA in munitions disabling means that the munitions cannot be employed, or that the BWA is no longer a hazard. Degrading the munitions means rendering the agents ineffective or unusable. This activity requires control capabilities as well as the capabilities to understand the environment and mitigate hazards. If follow-on activities to complete WMD program dismantlement are required, a handoff to others to carry out WMD disposition activities may be required. Mission Profile 6. Disposing of small amounts of BWA in bulk agent containers. Disposition capabilities include deliberate technical processes that reduce or dismantle BWA bulk agent production methods, stockpiles, and technical infrastructure. Mission Profile 7. Disposing of small numbers of BWA in munitions. Disposition capabilities include deliberate technical processes that reduce or dismantle BWA munition production methods, stockpiles, and technical infrastructure. Response Guidelines: Interested parties are requested to respond to this RFI with a white paper. White paper shall describe specifically how proposed technology development meets the appropriate mission profile. The United States Government requests a rough order of magnitude (ROM) of best cost estimates associated with the development of the technology fielded to meet the appropriate mission profile. All data received in response to this RFI that is marked, or designated as corporate or proprietary, will be protected from any release outside the Government. DO NOT SUBMIT CLASSIFIED MATERIAL. Please limit responses to three (3) to five (5) pages per mission profile response. White paper submissions shall not exceed 35 pages (excludes any test results/reports), single spaced, 12-point type, with at least one-inch margins on 8 ½"x11" size paper. The response should not exceed a 5MB email limit for all items associated with the RFI response. Respondents shall not be obligated to provide the technologies described herein. The response date for this market research is NLT than August 8, 2016. No collect calls will be accepted. All responses to this RFI shall be submitted in Microsoft Word, Excel, PowerPoint, and/or Adobe Professional format and sent via e-mail to William E.
