This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is IFB160001 and is being issued as an Invitation For Bid (IFB). The associated NAICS code is 811420: "Reupholstery and Furniture Repair." See Schedule B of the attached IFB package for the list of contract line item number(s) and items, quantities and units of measure. The purpose of this combined synopsis/solicitation is to establish a single-award Indefinite Delivery Indefinite Quantity (IDIQ) contract for furniture refinishing for the Senate Office Buildings. The period of performance is a one-year base year with four (4) one-year option periods and it is FOB Destination. See the terms and conditions included in the IFB package for all applicable terms and conditions to this procurement. Defense Priorities and Allocations System (DPAS) is not applicable to this procurement. With each copy of the form entitled "SOLICITATION, OFFER, AND AWARD", the bidder shall enclose the completed Schedule page; bid guarantee, if required; Representations and Certifications, and SF 3881 ACH VENDOR/MISCELLANEOUS PAYMENT ENROLLMENT FORM. The bidder shall also complete the attached spreadsheet, "Attachment 2 - Senate Furniture Refinishing Spreadsheet," and submit it with its bid. Address envelopes to: Architect of the Capitol, Procurement Division, Ford House Office Building, Attn: Jennifer Henley, Room H2-263 Bid Room, Second and "D" Streets, S.W., Washington, DC 20515. Bidder shall write "Bid Documents Enclosed", "H2-263 Bid Room", and write the solicitation number, time and date for receipt of offers on the exterior of the package on the same side as the address. Due to the security requirements of the United States Capitol Police, bids and bid modifications shall be delivered to the designated mail screening facility: Postal Operations Screening Facility, 9140 East Hampton Drive, Capitol Heights, MD 20743. No other method of delivery is acceptable. See "Offer Delivery Instructions" on the front of the solicitation. Bidders are responsible for submitting bids and any bid modifications by the time and date specified in the solicitation. If no time is specified in the solicitation, the time for receipt of all bids is 4:30 p.m. local time on the date that the bid is due. For the purposes of determining timeliness, receipt shall be determined to be the date and time the bid is received at the designated mail screening facility. To assist in tracking of bids, bidders are requested to fax a copy of their signed "Solicitation, Offer and Award" form as well as a copy of a proof of delivery receipt from the designated mail screening facility to (Contract Specialist's name) at (202) 225-3221. Questions regarding IFB160001 are due in writing to the Contracting Officer, Jennifer Henley, via email at jhenley@aoc.gov and the Contract Specialist, Wanda Butler, via email at wbutler@aoc.gov no later than July 18, 2016 at 5:00pm ET. Bids are due at 3:00 pm ET on July 28, 2016 to the Postal Operations Screening Facility, 9140 East Hampton Drive, Capitol Heights, MD 20743. See Section L of the IFB160001.
