- Department of Veterans Affairs, Office of Information & Technology, Service Delivery and Engineering (SDE), Enterprise Systems Engineering (ESE), Enterprise Messaging and Collaboration Service (EMCS), Public Key Infrastructure (PKI) Migration Program Department of Veterans Affairs (VA) intends to issue a solicitation on or after July 8, 2016 for a Contractor to perform PKI key migration of all escrowed encryptions keys from a Verizon UniCert 5.2.2 infrastructure to Entrust Security Manager 8. The migration will be performed in a manner consistent with Federal Common Policy security requirements, which means that all keys will be protected by Federal Information Processing Standards Publication140-2 security at all times during the process. The Contractor will deliver to VA the aforementioned outcome of encryption key migration, along with the migration solution used to perform the works. The purpose of the code is to extract keys from VA's existing Certificate Authority (CA), store the cryptographic material securely, convert the keys to a format that will be consumable by a target Entrust CA, and facilitate the export of the keys to a target Entrust CA hosted by Department of Treasury. This will be a competitive acquisition and a 100% Small Business set-aside. This notice does not in itself represent the issuance of a formal request for proposal/quote and is not intended to be taken as such. The North American Industrial Classification (NAICS) for this effort is 519190. The estimated date of award for this action is July 29, 2016.
