- CADES COVE WATER SYSTEM IMPROVEMENTS Synopsis/Pre-Solicitation Notice The National Park Service intends to issue a solicitation for Water System Improvements in the Cades Cover Campground and Picnic Area located in the Great Smoky Mountains National Park, Townsend, TN. The area is open year round with most of the campground sites and store closed after the Thanksgiving holiday. The water system as is was installed in the late 1960 ¿s with upgrades in the 1980 ¿s and is in need of updating and replacement. This proposed acquisition will be 100% small business set-aside procurement, the NAICS code is 237110 and the size standard is $36.5 million. In accordance with FAR Subpart 36.204, the magnitude of this requirement is estimated between $100,000 and $250,000. This solicitation will result in a contract with a base period of 240 days. The official solicitation package and its attachments will be issued and be available on or about July 1, 2016. The solicitation will be posted to the Federal Business Opportunities (FBO) website at https://www.fbo.gov. The contracting office will not provide hardcopies or email copies of the solicitation. SYSTEM FOR AWARD MANAGEMENT (SAM): Federal Acquisition Regulations require that federal contractors register in the System for Award Management (SAM) database at https://www.sam.gov and enter all mandatory information into the system. Award cannot be made until the contractor has registered. Interested offerors are encouraged to ensure that they are registered in SAM prior to submitting their quote. THESE REGISTRATIONS WILL BE COMPLETED BEFORE TIME OF AWARD. Water System Improvements Overview: SUMMARY OF WORK TO BE DONE BY CONTRACTOR 1. Demolish and construct a new 2 room pump house. 2. Install new underground electric service with meter at pump house. Conduit (if it exists) may be reused, new service wire is required. 3. Rebuild valve vault with flanged Ductile Iron and replace PRV. PRV equal to 4 ¿ WATTS LFF127W Lead Free pressure reducer Equalizer line and bypass line shall be installed in accordance with manufactures instructions and contain all equipment required by manufacturer (needle valve, etc.) 4. Install new water mains and reestablish service connections. 5. Multiple Bid Options to extend water main exist and will be awarded (Line B or C) in a continuous order (i.e. construction will continue along a water main, not hop sections) 6. Install new service line and pump line to pump house.
