- Single Source Justification, FAR 13.0106-1(b) for Laboratory Analysis Services. 1. IDENTIFICATION OF THE AGENCY AND CONTRACTING ACTIVITY: USDA Forest Service, Region 2, San Juan National Forest, 15 Burnett Court, Durango, CO 2. NATURE /DESCRIPTION OF THE ACTION BEING APPROVED: Establishing one (1) fixed price blanket purchase agreement (BPA) as a single source procurement to Green Analytical Laboratories, 75 Suttle Street, Durango, Colorado 81303. 3. DESCRIPTION OF THE SUPPIES OR SERVICES REQUIRED TO MEET THE AGENCY'S NEEEDS (INCLUDING THE ESTIMATED VALUE): Procuring laboratory analysis services for high-flow and low-flow events and other field-collected samples to include total and dissolved Target Analyte List (TAL) metals, hardness, alkalinity and anions for surface water; and total TAL metals including mercury (Hg) for sediment and overbank soil samples. Additional analysis can include synthetic precipitate leaching procedure (SPLP), modified Sobek Acid Base Accounting (ABA, and paste pH). Field collected measurements of aqueous samples will include temperature, pH, specific conductivity, Dissolved Oxygen (DO), and stream flow. 4. AUTHORITY AND SUPPORTING RATIONALE AND, IF APPLICABLE, A MENOSTRATION OF THE PROPOSED CONTRACTOR'S UNIQUE QUALIFICATIONS TO PROVIDE THE REQUIRED SUPPLY OR SERVICE: The authority permitting the single source consideration is FAR 13.106-1(b) soliciting from a single source. This source is the only known small business located in the immediate vicinity of the testing site and the San Juan National Forest supervisor office. The ability to sample is time and temperature sensitive. Any unforeseen delay in delivery and access to sample container (prior to sampling) and lab receipt of temperature sensitive samples (overnight) would result in unnecessary expense for resampling.
