DRAFT Performance Work Statement for MCCLEP The Regional Contracting Office - National Captial Regional (RCO-NCR), Marine Corps Base, Quantico, VA is seeking sources for Headquarters Marine Corps (HQMC), Security Division (PS),Plans, Policies and Operations (PP&O), Security Division (PS). CONTRACTING OFFICE ADDRESS: Regional Contracting Office - National Capital Region 2010 Henderson Rd Quantico, VA 22134-5001 INTRODUCTION: This is a SOURCES SOUGHT TECHNICAL DESCRIPTION to conduct market research and determine the availability and technical capability of all sources to provide the required products and/or services. The HQMC, PP&O,PS is seeking information for potential sources for adminstrative support services to be provided by the Contractor to perform the following services: recruiting potential candidates, training civilian police in basic and advanced law enforcement, conducting background investigations, dispatching, conducting pass and registration operations, motor vehicle dispatching, impound operations,police adminstration, criminal intelligence/crime analysis, various clerk services, and Headquaters support for program management. CONTRACT/PROGRAM BACKGROUND: Contract Number: N00178-06-D-4759 V702 Contract Type: COST Plus Fixed Fee Incumbent and their size: Homeland Security Solutions, Inc. - Large Business Method of previous acquisition: Full and Open competition Description of the current program/effort: The United States Marine Corps (USMC) established the Marine Corps Civilian Law Enforcement Program (MCCLEP) as part of the Supporting Establishment Law Enforcement (SELE) Program that is managed within PS. The program provides las enforcement and security support to various CONUS and OCONUS locations. In order to better support the warfighter, military police were shifted to the operating forces and GS-0083 (police officers),contractor Secuirty Support Personnel (SSP) and trainers have been incorporated into the Provost Marchal's Offices (PMO) and Marine Corps Police Departments (MCPD). As a result, the need for centralized USMC law enforcement program management support, the continuance of a comprehensive training program to ensure consistent, effective, and efficient law enforcement skills and readiness, and non-guard support is required. Place of Performance: Services are requried aboard Marine Corps Installations and Commands in the following (CONUS/OCONUS) locations: • HQMC (PS), Washington D.C. • MCLB Albany, GA • MCLB Barstow, CA • MCSF Blount Island, FL • MCMWTC, Bridgeport, CA • MCAS Cherry Point, NC • MCAS Yuma, AZ • MCB/MCAS Camp Pendleton, CA • MCAS Beaufort, SC • MCRD Parris Island, SC • MCAS Beaufort, SC • MCRD San Diego, CA • MCAGCC Twenty-nine Palms, CA • MCB Quantico, VA • HMX-1, MCAF Quantico, VA • Marine Barracks 8th and I Street, Washington D.C. • MCAS Miramar, CA • MCBH Hawaii - Camp Smith and Kaneohe Bay • MCB Camp Lejeune, NC • MCAS New River, NC • MC Detachment Fort Leonard Wood, MO • MCSF New Orleans, LA • MCB Camp Butler, Okinawa, Japan • MCAS Iwakuni, Japan REQUIRED CAPABILITIES: See DRAFT Performance Work Statement. SPECIAL REQUIREMENTS: Must have Top Secret clearance. SOURCES SOUGHT: The anticipated North American Industry Classification System Code (NAICS) for this requirement is 561110, with the corresponding size standard of $7.5 million. This Sources Sought Synopsis is requesting responses to the following criteria OLNY from all sources that can provide the required services under the NAICS Code. To assist RCO-NCR in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this Sources Sought, you are also encouraged to provide information regarding your plans to use joint venturing (JV) or partnering to meet each of the requirements areas contained herein. This includes responses from qualified and capable Small Businesses, Small Disadvantaged Businesses, Service Disabled-Veteran Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, and 8(a) companies. You should provide information on how you would envision your company's areas of expertise and those of any proposed JV/partner would be combined to meet the specific requirements contained in this announcement. In order to make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications. Responses must demonstrate the company's ability to perform in accordance with the Limitations on Subcontracting clause (FAR 52.219-14). SUBMISSION DETAILS: Responses must include: 1) Business name and address; 2) Name of company representative and their business title; 3) Type of Business; 4) Cage Code; 5) Contract vehicles that would be available to the Government for the procurement of the product and service, to include ENCORE II, General Service Administration (GSA), GSA MOBIS, NIH, NASA SEWP, Federal Supply Schedules (FSS), or any other Government Agency contract vehicle. Vendors who wish to respond to this sources sought should send responses via email NLT 20 July 2016, 4:00 PM Eastern Daylight Time (EDT) to angelica.danner@usmc.mil. Interested vendors should submit a brief capabilities statement package (no more than ten (10) pages) demonstrating ability to perform the services listed in this Technical Description. Documentation should be in bullet format. Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked Proprietary will be handled accordingly. Please be advised that all submissions become Government property and will not be returned. All government and contractor personal reviewing RFI responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified.
