- Solicitation with attachments The Library of Congress (Library), National and International Outreach (NIO), the Federal Library & Information Network (FEDLINK) anticipates award of multiple IDIQ contracts for a period of performance of 1 base year plus 4 option years with the ability to issue firm-fixed-price (FFP) orders. The Library's requirement is for commercial off-the-shelf (COTS) web-based foreign language courseware. The Library requires Contractor services to support the existing need for this requirement for Federal libraries, information centers, activities, information resources, and library support services to fulfill the critical mission of keeping the Government and the Nation informed. The Contractor must provide 24/7 perpetual access to commercial off the shelf Web-based Foreign Language Learning Courseware. The courseware must allow users to develop foreign language proficiency by providing foundational reading, listening, speaking, writing, and skills to understand the foreign language and culture. Offerors are responsible for ensuring that all amendments to the solicitation are received and addressed prior to proposal submission. All proposals shall be submitted in accordance with the instruction provided in Section L of the RFP. All questions shall be submitted in writing and addressed to the Contracting Officer via email as specified in Section L. NO TELEPHONE CALLS will be accepted.
