- Wage Determination 15-2519 (Rev.-4) SOW Repair Excavator This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is 63093141093 and this solicitation is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-87. The United States Section International Boundary and Water Commission, (USIBWC) requires repair of an Excavator for the USIBWC Mercedes Dam Field Office. This is a 100% Small Business Set Aside. The associated North American Industry Classification System (NAICS) code is 811310 Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance with a corresponding small business standard of $7.0 million dollars. Only offers from small businesses will be considered for this solicitation. Offerors are highly encouraged to attend a site visit prior to submission of an Offeror's quote. A Site visit may be arranged with Mr. Juan Uribe at 956-565-3159 or juan.uribe@ibwc.gov. Site visit shall be arranged by July 14, 2016. Offer due date/Local time: August 8, 2016, 2:00 pm MDT. All quotes must be submitted via email to Sylvia Grindstaff at Sylvia.grindstaff@ibwc.gov NO LATER THAN August 8, 2016 at 2:00 pm Mountain. Questions shall be provided via email to Sylvia.Grindstaff@ibwc.gov NO LATER THAN July 29, 2016 at 2:00 pm Mountain. Any questions received in response to this RFQ by the deadline stated above will be answered and provided via an amendment to the solicitation and posted on www.fbo.gov. Questions received after the deadline will not be responded to. The IBWC is seeking price quotes for: Please quote unit price and total price for Contract Line Item Numbers: CLIN 001. CLIN Structure: CLIN 001 Description: Removal and install cylinder head assembly, perform leak test and evaluate operational condition of head. Reassemble head with necessary parts and materials and text for proper engine operation. Contractor shall follow Statement of Work (SOW) requirements in which specify the complete work for IBWC Mercedes Field Office. Qty: 1 Unit: SV Unit Price: $ Total Price $ Grand Total $ Refer to the attached SOW for description of the requirement to include dates and places of delivery, inspection, and acceptance. The destination for FOB Destination shall be the Mercedes Field Office. The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. The Government will award a contract resulting from this solicitation to the responsible Offeror based on Lowest Price Technically Acceptable. Technical acceptability will be based on Technical Approach and Past Performance. Technical Approach - Provide a two (2) to three (3) page narrative addressing the items in the SOW. The narrative shall at a minimum include your plan of action, equipment, key team members, and schedule. Past Performance - Provide three (3) references for similar projects. The information shall include name of person, company, phone number, email address, and brief description of the project. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. NOTE: The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) website accessed through http://www.acquisition.gov. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition.
