Description
Request for Information REQUEST FOR INFORMATION The Government is issuing this Request for Information to determine a competitive basis. This is not a solicitation. This questionnaire is for market research purposes only. Only contractors capable of performing this type of work should respond to this Request for Information Requirement The Nashville District U.S. Army Corps of Engineers (USACE) anticipates a requirement for a firm fixed-price construction contract to accomplish the following work* at Watts Bar Lock, TN: 1. General Requirements: This description represents the minimum work necessary to construct three mooring cells. Contractor shall provide labor and all necessary materials to construct three steel sheet pile mooring cells with protection fenders and mooring ring assemblies at the location specified by the government. Mooring cells are used to assist towing vessels transiting locks. Cells shall be constructed in accordance with accompanying drawings. 2. Special Requirements: a. Fabrication of 30' diameter template. b. Floating plant consisting of a towboat with minimum of 2,000 horsepower, derrickboat with 100 ton lifting capacity, and vibratory hammer. c. New mooring cells are replacements for existing cells that are no longer serviceable. Existing cells shall be removed by contractor prior to construction of new cells. New cells shall be constructed in the approximate footprint of existing cells. Distance between each cell shall remain the same. d. All steel piling and hardware extracted during the removal of the existing cells shall be considered scrap. Contractor shall be responsible for the proper disposed of all sheet metal and other metal material from the existing cells. e. Contractor shall make every effort possible to minimize impact of cell removal and construction on passage of navigation traffic. f. All work shall be performed to acceptable industry standards that include, but are not limited to, the American Welding Society and American Institute of Steel Construction. All welders must be certified and qualified to weld vertical fillet welds (3F). 3. Removal of Existing Cells: a. Contractor shall be responsible for the proper and legal disposal of all sheet pile and other metal materials. b. Fill material shall be removed and stockpiled for reuse in new cells. Only river-run or crushed stone may be used as fill material in the new cells. All trash and scrap steel removed from the cells shall be properly disposed of. c. Steel fenders, ring assemblies and sheet piling shall be completely removed. 4. Construction of New Mooring Cells: a. New cells shall be constructed such that their docking surface is aligned with the docking surface of the long approach wall of the main lock. Cells shall be constructed of new PS27.5 steel sheet piling (ASTM A328 Grade). Splicing of sheets to obtain the required length is not permitted. Sheet piling for new cells shall be driven until refusal. Top of sheet piling shall be as shown on drawings. b. Cells shall be approximately 30 feet in diameter. c. Fill material from existing cells may be reused in new cells. Contractor shall supplement reused material with new material as necessary to obtain required fill level. d. Steel fenders shall be installed and spaced as shown in the drawings. e. Mooring ring assemblies shall be installed as shown on the drawings. f. Band numbers 3 and 7 shall extend the complete circumference of the cell. g. The face of mooring cells shall be painted with silver stripes as shown on the drawing's "Painting Detail". 5. Options: a. This procurement may include a base and three options. *Please note that this description is subject to change.
