Description
The National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, Norfolk, VA, on behalf of the Office of Marine and Aviation Operations (OMAO), is soliciting for the drydock repairs to NOAA ship PISCES. The PISCES is 208.6 feet long overall, and its home port is Pascagoula, MS. Provide all labor, material, and equipment necessary to perform the following (including, but not limited to): BASE ITEMS: General Requirements; Temporary Services; Drydocking and Routine Drydock Work; Sea Valve Overhauls; Zinc Renewals and Additional Zinc Anode Installations; Cathodic Protection System Inspection and Anode Replacements; ABS Drydocking Survey; Bow Thruster Inspection; Ground Tackle Inspection and Preservation; Annual Fire Inspection; Annual Life Raft Inspection; U/W Hull Complete Paint System; Free Board Coating; Propulsion Shaft Thrust Bearing Inspection; HVAC System Rebalancing; Preservation (Stern Gate Trunk and Laundry Exhaust Trunk); Hydraulic Hose Renewals; Miscellaneous Repairs; Integrated Trawl Instrumentation (ITI) Reorientation; Forward Crane Pump Overhaul/Motor Rewind; Anchor Windlass Overhaul; Aft Deck Tile Replacement; Chill Water Pumps and Motor Rebuilds; Clean Transformers (T1, T2 and Main Motor); Acoustic Doppler Current Profiler (ADCP) Renewal; Renew Hoses on Fuel Oil Purifier (FOP); Dock and Sea Trials. OPTION ITEMS: Bow Thruster Drive A/C Mods (Rockwell Cabinet Fans); Dynamic Positioning (DP) System Installation; 480 Outlets Design/220 Transformer; Salad Bar Renewal; Stateroom Carpet Replacement; Main Passageway Deck Tile Replacement with Polymeric Deck Covering (PRC); GMDSS Upgrade; Electronic Charting and Display Information System (ECDIS) Installation; Radar Installation; Doppler Speed Log Upgrade to Consilium. The solicitation will include a liquidated damages clause, as well as a requirement for bid, performance, and payment bonds. The performance period will be approximately 75 calendar days, with a start date on or about January 1, 2017 and a completion date on or about March 17, 2017. Place of performance shall be the contractor's facility. Ship's transit time to and from the place of performance is not included in the specified performance period. The date, time and place for an inspection of the ship is August 23, 2016, 9:00 a.m. (local time) at Naval Station Newport - Pier 2, 68 Peary Street, Newport, RI. Appointments and arrangements for attending the ship inspection can be made by contacting the Port Engineer, Mr. Brian L. Kelly, on or before noon on August 19, 2016 at (228) 769-1155 or (309) 643-9012 or by Email at Brian.L.Kelly@noaa.gov. Contact information for personnel attending the ship inspection must be provided to the Port Engineer. The acquisition will be issued as a Request for Proposals (RFP) in accordance with FAR Part 15. A copy of the Statement of Work (SOW) is attached to this notice for reference for those planning to attend the ship check. The RFP will be issued on or about August 08, 2016 with proposals due on or about September 8, 2016. The anticipated award date is November 23, 2016. This procurement is unrestricted; all responsible sources may submit an offer which shall be considered by the agency. The Government anticipates awarding a firm fixed price contract to the contractor whose proposal represents the best value considering past performance, price and price related factors. The RFP will be issued via electronic posting on the Federal Business Opportunity (FBO) web page www.fbo.gov. Hard copies of the RFP will not be issued. It is incumbent upon contractors to monitor FBO for the release of the RFP, specifications, drawings and all subsequent amendments. The specification will be uploaded to www.fbo.gov with the RFP. Prospective offerors who are interested in submitting a proposal for this acquisition are encouraged to register with the FedBizOpps Vendor Notification Service and to be on the Interested Vendors List for this acquisition (see applicable tab within FBO where this synopsis is posted). Offerors must be registered in the System for Award Management (SAM) database at www.sam.gov/portal/public/SAM; offerors must also obtain a Data Universal Numbering System (DUNS) number and provide it with the offer.
