- The National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, Norfolk, VA, on behalf of the Office of Marine and Aviation Operations (OMAO), is soliciting for the drydock repairs to NOAA ship GORDON GUNTER. The GORDON GUNTER is 224 feet long overall, and its home port is Pascagoula, MS. Provide all labor, material, and equipment necessary to perform the following (including, but not limited to): BASE ITEMS: General Requirements; Temporary Services; Drydocking and Routine Drydock Work; Underwater Hull Preservation and Coating (Maintenance Coat); Sea Valve Overhauls; Bow Thruster Inspection and Service; ABS Special Periodical Survey-6; Annual Fire Inspection; Annual Life Raft Inspection; Overhaul Aft Capstans; Overhaul Markey CTD Winch and Bongo Winch; Miscellaneous Repairs; Grated Deck Blast and Paint; Switchboard Cleaning; Motor Room and Generator Vent Trunk Preservation; Electric Grade Matting Installation; Renew Trawl Ramp Bulwarks; Renew Exterior Ladders; UPS Installation; Marine Sanitation Device V1 and V2 Tank Cleaning and Lift Station Preservation. OPTION ITEMS: Miranda Davit Installation; Renew Carpeting in Staterooms; Replace Grating on Grated Deck; Mess Deck Salad Bar Installation; Computer Lab A/C Installation; Freeboard Blast and Paint. The solicitation will include a liquidated damages clause, as well as a requirement for bid, performance, and payment bonds. The performance period will be approximately 60 calendar days, with a start date on or about February 15, 2017 and a completion date on or about April 15, 2017. Place of performance shall be the contractor's facility. Ship's transit time to and from the place of performance is not included in the specified performance period. The date, time and place for an inspection of the ship is September 13, 2016, 9:00 a.m. (local time) at 151 Watts Avenue, Pascagoula, MS 39567. Appointments and arrangements for attending the ship inspection can be made by contacting the Port Engineer, Mr. Brian L. Kelly, on or before noon on September 11, 2016 at (228) 769-1155 or (309) 643-9012 or by Email at Brian.L.Kelly@noaa.gov. Contact information for personnel attending the ship inspection must be provided to the Port Engineer. The acquisition will be issued as a Request for Proposals (RFP) in accordance with FAR Part 15. A copy of the Statement of Work (SOW) is attached to this notice for reference for those planning to attend the ship check. The RFP will be issued on or about August 19, 2016 with proposals due on or about September 30, 2016. The anticipated award date is December 12, 2016. This procurement is unrestricted; all responsible sources may submit an offer which shall be considered by the agency. The Government anticipates awarding a firm fixed price contract to the contractor whose proposal represents the best value considering past performance, price and price related factors. The RFP will be issued via electronic posting on the Federal Business Opportunity (FBO) web page www.fbo.gov. Hard copies of the RFP will not be issued. It is incumbent upon contractors to monitor FBO for the release of the RFP, specifications, drawings and all subsequent amendments. The specification will be uploaded to www.fbo.gov with the RFP. Prospective offerors who are interested in submitting a proposal for this acquisition are encouraged to register with the FBO Vendor Notification Service and to be on the Interested Vendors List for this acquisition (see applicable tab within FBO where this synopsis is posted). Offerors must be registered in the System for Award Management (SAM) database at www.sam.gov/portal/public/SAM; offerors must also obtain a Data Universal Numbering System (DUNS) number and provide it with the offer.
