Description

The Department of Veterans Affairs, Network Contracting Office (NCO) 22 is issuing this notice of intent (NOI) to inform industry contractors the Government's intent to execute a Single Source award under FAR Part 13 - Simplified Acquisition Procedures (SAP), with Carefusion Solutions LLC, 3750 Torrey View Ct., San Diego, CA 92130. This procurement is being conducted using commercial item procedures pursuant to FAR Part 12 and FAR Part 13, specifically FAR Subpart13.106-1(b)(1)(i) allowing the Contracting Officer (CO) to solicit from one source. The Government is seeking a brand name only, "Carefusion LTV 1150 Ventilators (LTV 1150)" because it is deemed the only equipment to satisfy the Government's needs. All ventilators used by the Spinal Cord Injury (SCI) staff are the LTV 1150, as such; the staff are trained and experienced on the LTV 1150. Furthermore, veterans are issued the same LTV 1150 to be used at home. Therefore, the need to purchase the LTV 1150 as will provide seamless transitions and continuity of care for both Government and veterans. This will be a Firm Fixed Price (FFP) award and an anticipated award date is set for 7/15/2016. The North American Industry Classification System (NAICS) for this requirement is 339112, Surgical and Medical Instrument Manufacturing. The Small Business Administration size standard for this sector is 1,000 employees. This requirement is to purchase four (4) Carefusion LTV 1150 Ventilators for VA San Diego Healthcare System, 3350 La Jolla Village Dr., San Diego, CA 92161. The specifications of the LTV 1150 are as follows: I.Variable Alarms to include, but not limited to Apnea interval, High PEEP, Low PEPP, etc. ¦ II.Controls to include, but not limited to Power, Ventilation modes, Breath types, etc. ¦ III.Monitors and Indicators to include, but not limited to Peak inspiratory pressure, mean airway pressure, I:E ratio, AutoPEEP, etc. ¦ IV.Fixed alarms to include, but not limited to Disconnect/sense, ventilator, etc. ¦ V.Extended features to include, but not limited to Spontaneous breathing trial (SBT), ventilators presets, variable rise time, etc. ¦ VI.Pneumatic specifications - Low pressure O2 source. VII.Power indicators - External power, battery charge status, and battery level. VIII.Link to brochure for specifications of the Carefusion LTV 1150 Current market research indicates Carefusion is the manufacturer and sole distributor of the LTV 1150. As such, the Government will acquire the LTV 1150 through Carefusion unless there is compelling evidence another business concern able provide the LTV 1150. If you are capable of providing the LTV 1150, please respond to this NOI and provide the following information: 1)Company name, 2)Address, 3)Point of contact, 4)Memorandum / Letter from Carefusion that you are authorized to distribute this item, 5)Size of business pursuant to the following questions: i.Is your business small; ii.If small, does your company qualify as a small, emerging business, or small disadvantaged business; iii.If disadvantaged, specify under which disadvantaged group and if your company is certified under Section 8(a) of the Small Business Act; iv.Is your firm a certified "Hubzone" firm; Is your company a woman-owned or operated business; v.Is your company a certified Service-Disabled Veteran Owned Small or Veteran Owned Small Business; vi.If your company has FSS GSA contract, please provide the contract number This notice of intent is neither a formal solicitation nor a request for competitive proposals. No solicitation document is available and telephone requests will not be honored. No award will be made on the basis of unsolicited quotations or offers received in response to this notice. Any response to this notice must show clear, compelling and convincing evidence that competition will be advantageous to the Government. The intent of this synopsis is for informational purposes only. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
