(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The proposed contract action is for supplies or services for which the Government is soliciting and negotiating with only one source under the authority of FAR Part 13.106-1(b) (1)(i) “Only one responsible source and No Other Supplies or Services Will Satisfy Agency Requirements.” The name of the company the Government intends to award a contract to is, Campbell Scientific, Inc. located at 815 West 1800 North Logan, Utah 84321-1784 This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received prior to the closing date and time of this solicitation. (ii) The solicitation number is W911QX-16-T-0261 This acquisition is issued as a request for quotation (RFQ) (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-88 with an effective date of 15 Jun 2016 (iv) The associated NAICS code is 334516. The small business size standard is 1,000 employees (v) The following is a list of contract line item number(s) and items, quantities and units of measure, (including option(s), if applicable): The Army Research Laboratory requires a total of five (5) surface energy budget stations including: CLIN 0001 : Quantity of five (5) Hukselfex HFP01SC heat flux plates CLIN 0002: Quantity of five (5) Kipp & Zonen CNR4 Net radiometers CLIN 0003 : Quantity of five (5) ventilation units for the Kipp & Zonen CNR4 Net radiometers CLIN 0004 : Quantity of five (5) Hukselfex TP01-05 soil thermal properties sensors CLIN 0005: Quantity of five (5) Hukselfex STP01-05 soil temperature profile sensors CLIN 0006: Quantity of fifty (50) Campbell Scientific FW3 fine wire thermocouples CLIN 0007 : Quantity of thirteen (13) carrying cases CLIN 0008 : Quantity of forty (40) mounts (vi) Description of requirements: Five (5) surface energy budget stations as stated in the CLIN description above. (vii) Delivery is required: within four (4) weeks After Receipt of Order (ARO). Delivery shall be made to US Army Research Laboratory, WSMR, NM. Acceptance shall be performed at US Army Research Laboratory, WSMR, NM. The FOB point is US Army Research Laboratory, WSMR, NM (FOB: Destination). (viii) The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition.
