- The attached file includes the NSNs are being considered for this initiative. Project: 3M Strategic Initiative Solicitation Number: SPE4A2-16-R-0010 Notice Type: Sources Sought Summary: Defense Logistics Agency - Aviation, Richmond, VA, is seeking to establish Long Term Contract(s) for items in which 3M Company is the only approved manufacturing source. A previous sources sought for this requirement was issued on 25 MAR 16 but there has been a significant change in the items included in this initiative. The purpose of this notice is to publicize this change and identify any additional sources that may be capable of fulfilling this requirement. THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. It is anticipated that a solicitation with the following features will be issued to support this requirement: Estimated Solicitation Issuance Date: 19 AUG 16 Contract Type: Fixed Price, Indefinite Delivery Indefinite Quantity Contract Structure: 3-year base and single 2-year option Item Type: Commercial Item Summary: Solicitation Population ~134 Commercial NSNs Add Population: ~168 Commercial NSNs Estimated Contract Award Date: 10 MAR 16 Number of Potential Contracts: Two Pricing Methodology: Annual Price Adjustment in accordance with FAR 52-216-2 Economic Price Adjustment - Standard Supplies Unique Features: Offerors will be required to price all solicited items It is anticipated that the solicitation will include the 134 items included in the "Solicitation Population" worksheet of the attachment. A separate population of 168 items is being considered for addition to resulting contract(s) in the future and has been identified in the "Add Population" worksheet of the attachment. To ensure best value, the solicitation will permit up to two contracts to be awarded, with the add population competed between the awardees. Any item(s) to be added to the contract will be included in the initial solicitation synopsis. Include a description of your staff composition and management structure. 2. Describe your company's past experience on previous projects similar in complexity to this requirement. Include contract numbers, a brief description of the work performed, period of performance, agency/organization supported and individual point of contact (Contracting Officer or Program Manager). 3. Does your company have any capacity constraints that would limit your company's ability to fulfill this requirement? SECTION II - INTERESTED ALTERNATE SOURCES Sources that are capable of fulfilling this requirement but are not currently approved sources may submit a Source Approval Request (SAR).
