Description
Contractor shall completely prepare the site for building operations, including demolition and removal of existing items, and furnish labor, materials, and equipment necessary to complete all work for project 538-16-104 "Renovate Space for Expanded Rehab Therapy Clinics, building 211 at the VA Medical Center Chillicothe, Ohio as required by drawings and specifications. Work includes, but is not limited to, architectural, structural, civil, mechanical, electrical, information technology, and plumbing for the construction, demolition, renovation, and site work associated the renovation as well as other work as shown and specified. This project shall build a new therapy space in the existing shell space and adjacent areas of the lower level of Building 211, upgrade the fire rating on two stairwells, upgrade exhaust requirements for a soiled linen room, install a new information technology closet including connections of cabling from other campus information technology rooms, site work upgrades, access to site from the first floor, renovations for plumbing connections on the first floor, and other work as specified. The first and second floor above the lower level are continuously occupied in a healthcare setting and will require phasing, pre-coordination, contractor developed and submitted sequencing plans based on their means and methods, infection control, and other measures as specified to allow continual operations of the Medical Center for their service to our Veterans. Some existing elements in the space shall be demolished with debris being removed from the site. Asbestos Abatement, mold remediation and cleanup, and Lead Based Paint Removal and disposal are included in the specified elements of work. The renovated areas shall have mechanical, electrical, limited roofing, and limited structure additions. The site shall have demolition, erosion control measures, grading, site establishment of permanent vegetation, new accessible walks, construction of a fire lane access, and site utility work. The work shall include infection control and dust prevention measures as well as noise and vibration from construction reduction measures. The work shall be phased to accommodate the Medical Center's on-going operations. Multiple outages that must be pre-coordinated with the medical center will be required including multiple water outages and water quality testing phases which are specified to have bottled water supplied by the Contractor during those time periods to the building occupants impacted by the outages. All work shall be conducted in complete accordance with project specifications and drawings. Work to be completed within 365 calendar days after receipt of Notice to Proceed. All specifications and drawings will be available on line through this website and no hard copies will be issued. The solicitation, including specifications and drawings will be available on or about July 18, 2016, with the bid opening approximately 30 days later. Amendments to the solicitation will be posted on this website and will not be individually mailed. All request for information are required to be in writing (via email) to the Contracting Officer and shall be received within 15 calendar days prior to the time for receipt of offers; no telephone inquiries will be accepted. Questions shall be emailed to Beverly.Jones@va.gov. A pre-bid conference and site visit will be held Wednesday, August 3, 2016 at 1:00 p.m. local time in Building 1, Room 121, at the VA Medical Center, 17273 State Route 104,Chillicothe, Ohio. All potential contractors, subcontractors, and suppliers are urged to attend. This will be the only site visit for this project. Individual requests for site visits will not be granted. The estimated cost range for this project is between $1,000,000.00 and $2,000,000.00. This project is 100% set-aside for Service Disabled Veteran Owned Small Business (SDVOSB), pursuant to Public Law 109-461 (38 U.S.C.8127). The SDVOSB must qualify as a small business under the relevant North American Industrial Classification Standard (NAICS) code and must be registered and verified in the following websites: http://www.vip.vetbiz.gov and www.sam.gov. Offerors must ensure registration in these websites are accurate, complete and have not expired prior to the bid opening date. The NAICS code is 236220 and the business size standard is $36.5 million.
