Past Performance Form Summary of Proposal Price Solicitation No. ED-IES-16-R-0014 This notice is amended to add the solicitation documents. This synopsis is posted in accordance with Federal cquisition Regulation (FAR) Part 5.203(a). The U.S. Department of Education, via the National Center for Education Evaluation and Regional Assistance (NCEE) of the Institute of Education Sciences (IES), has the need for a contractor that will lead reviews in the areas of postsecondary education, the transition to college, and programs that take place in middle and high school with the long-term goal of impacting postsecondary attainment. The Postsecondary Education and Postsecondary Preparation Evidence Reporting (PEPPER) contractor will primarily conduct comprehensive reviews for WWC intervention reports, develop practice guides, produce products based on quick reviews and individual study reviews, and create new products to disseminate the findings of the WWC. The Department anticipates posting the Request for Proposals in early July 2016. It is anticipated that the acquisition strategy will be a negotiated, competitive acquisition (open to both small and large businesses) conducted in accordance with FAR Part 15. The resultant contract is expected to include total period of performance of 5 years (1 Year Base Period with 4 12-month Option Periods) and includes optional tasks that can be exercised at the discretion of the government. The draft PWS was posted via FBO.gov on April 18, 2016 as a part of a Sources Sought Notice under the same title: What Works Clearinghouse: Postsecondary Education, Postsecondary Preparation, and Evidence Reporting (WWC-PEPPER).
