Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. This notice is being published by the National Institute of Environmental Health Sciences (NIEHS) in accordance with Federal Acquisition Regulation (FAR) Parts 5.201 and 5.204 requiring notice of a proposed contract action. The statutory authority for this sole source action is 41U.S.C. 253(c)(1) as implemented by FAR 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. Inherent duplication of cost to the Government and delays in service make competition impractical. Award is subject to Justification for Other Than Full and Open Competition (JOFOC) approval. This sole source acquisition will ensure research data consistency. The NIEHS intends to award a Purchase Order to FUJIFILM VisualSonics Corporation, at 21919 30th Drive, SE, Bothel, WA 98021, to acquire a Vevo 3100 Imaging System. The North American industry Classification System (NAICS) Code is 334516 and the business size standard is 1,000 employees. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. It has been determined that FUJIFILM VisualSonics Corporation is the only known responsible source capable of providing the required equipment and no other equipment will satisfy the agency's requirements. The purpose of this acquisition is to acquire a Vevo 3100 ultrasound system. This system is specifically designed for rodents- and has a high enough resolution to obtain accurate images of the smaller rodent hearts, kidneys, uterus, and minute tumors which cannot be detected using a standard veterinary or human ultrasound device. The Vevo 3100 system's advanced capabilities make it unique in its ability to provide state of the art high resolution imaging with high-frequency linear array transducers operating over 20 MHz and designed specifically for small animals. High-frequency ultrasound provides high spatial resolution images up to 30 micrometers which will prove to be very beneficial to the researchers working with small animals. The Vevo 3100 system will replace a Vevo 770 due to obsolesce. Acquiring the Vevo 3100 will ensure no lost time- among researchers- in data collection for ongoing and future studies, related to existing data collected with the Vevo 770. Furthermore, because the data collected to date has been collected using Vevo 770, the same platform must be used in the future to be able to compare data from past studies. This can only be accomplished with software of the same manufacturer. Otherwise, data integrity and analysis is compromised. Accordingly, the determination has been made that FUJIFILM VisualSonics Corporation is the only vendor able to meet the requirement, as detailed above. This notice of intent is NOT a request for competitive proposals. However, the Government shall consider all responses received within eleven days of this posting. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Written responses to this synopsis shall contain sufficient documentation to establish capability to fulfill this requirement. NIEHS will not be responsible for any costs incurred by interested parties in responding to this notice. Please email responses with the solicitation number in the subject line to James E.
