Appendix A-B Boat Specifications This Request of Information (RFI) and Sources Sought is for Planning Purposes. Solicitations are not available at this time. Requests for a solicitation will not receive a response. This notice does not constitute a commitment by the United States Government. This request is issued for the purpose of exchanging information to improve the understanding of industry capabilities, thereby allowing potential offerors to judge whether or how they can satisfy the Government's requirements, and enhancing the Government's ability to obtain services, at reasonable cost and price, and increase efficiency in proposal preparation, proposal evaluation, negotiation, and contract award. The Eastern Acquisition Division (EAD) of the National Oceanic and Atmospheric Administration (NOAA) in Norfolk, VA is soliciting information, on behalf of the Northeast Fisheries Science Center (NEFSC) of the National Marine Fisheries Service (NMFS) for Office of Law Enforcement (OLE), Northeast Enforcement Division (NED) for two (2) patrol boats to conduct at sea fisheries enforcement patrols. The boats must be capable of operating offshore year round and out to 40nm, with the occasional need to operate 50-70nm from shore. They will serve as platforms to conduct at sea boardings and may also provide expedient means of travel from port to port to conduct investigations and patrols. One boat, designated Boat-A, will be operated by District 1 personnel and based at a NOAA dock in Scituate, MA. It will be used year round to patrol the waters off New England enforcing fisheries regulations and protecting marine resources. A second boat, designated Boat-B, will be operated by District 2 personnel and based out of Newport News, VA. This boat will be used to conduct fisheries patrols and protect marine resources in the Mid-Atlantic waters from NY-VA, as well as to assist Southeast Division with enforcement operations as needed. The North American Industry Classification System (NAICS) code for this requirement 336612. This RFI will be used solely for market research and does not constitute a solicitation. The DOC/NOAA is seeking the following information: The Government requests capability statements from all businesses who qualify under North American Industry Classification System (NAICS) code 336612 (Boat Building). Company size status for the NAICS Code stated above (small business concern per 13 CFR, educational institution, federal, local or state entity, commercial entity, nonprofit organization, etc.); and socio-economic status for NAICS Code stated above (i.e., 8(a), hubzone, small disadvantaged business, service-disabled/veteran owned, women owned, etc.). Potential Respondents shall describe how they would propose to successfully deliver these supplies, assuming that all supplies provided by Respondent would be accomplished in accordance with all applicable U.S. laws, regulations, policies, and procedures. Potential Respondents supplies shall be comparable to the deliverables described herein. Potential Respondents shall respond to this RFI with a price sheet and a description of the supplies that may be provided. Respondents shall not be obligated to provide the services described herein and it is understood by the United States Government that the cost estimates provided as a result of this request are "best" estimates only. See attached Specifications. NOTE: This announcement is a RFI and no contract will be awarded pursuant to this announcement. The requested information is for planning purposes and does not constitute a commitment, implied, or otherwise, that a procurement action will be issued nor will the Government pay for the information solicited.
