- Draft Solicitation In accordance with FAR 5.201, this is notification of the Government's intent to award a contract to purchase Heated Sample Transfer Lines. The final solicitation will be posted on or about 6 July 2016. 1. ECBC uses thermal desorption instruments to perform near-real-time analysis of air samples for the detection of chemical agents in ECBC agent operations. 2. The objective of this contract is to obtain heated sample transfer lines suitable for use with systems responsible for detecting low levels of target compounds. a. The Government is procuring heated sample transfer lines in 40", 40', 50', 75', 100', 125', and 150' lengths. b. The Contractor shall follow the following notations for the heated sample transfer lines: a. Inside tube of the sample line shall have an ¼ inch outside diameter b. Inside tube of the sample line shall be constructed of a Teflon or like material c. Outside diameter of the heated sample transfer line shall not exceed 1.5 inches d. 72-96 inch power cord e. No greater than 15 Amp; 120V f. ¼ inch Swagelok gas interface g. Low noise construction h. Sample line serial numbers shall be laser etched into both ends of each sample line i. Detect low levels of at least 12 military unique compounds such as Bis(2- chloroethyl)sulfide (HD); Dichloro-(2-chlorovinyl) arsine (L); Bis(2-chloroethyl)amine (HN1); Tris(2-chloroethyl) amine (HN3); O-Ethyl- S-(2-diisoproylaminoethyl)methyl phosphonothiolate (VX); Ethyl N,N dimethyl phosphoramidocyanidate (GA Tabun); Isopropyl methylphosphonofluoridate (GB Sarin); Cyclohexyl methyl phosphonofluoridate (GF Cyclosarin); Carbonic Dichloride (CG Phosgene); Trichloronitromethane (PS-Cloropicrin); Cyanogen chloride (CK-Cyanogen chloride); Trichloromethane (CF-Chloroform). c. The Government can only accept heated sample transfer lines that have been Government tested with actual chemical agents to have percent recoveries greater than 75%. d. The items listed above shall be delivered within 90 calendar days of order date. 3. The award will be a single award Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract. 4. Award will be made in accordance with FAR 15.101-2 Lowest Price Technically Acceptable Source Selection Process. 5. The total ordering period for the IDIQ shall run thirty-six (36) months from the effective date of award and the period of performance is thirty six (36) months from the effective date of award. The total ordering period is broken into three (3) individual 12-month ordering periods. 6. Pursuant to FAR 52.216-22, entitled "Indefinite Quantity", the contract minimum quantity is a total of $1,000.00 worth of orders. The maximum quantity is a total not to exceed amount of $1,500,000.00 for the cumulative sum of all orders to be issued under this IDIQ contracting vehicle.
