- Description: NOTICE OF INTENT TO AWARD A SOLE SOURCE The Office of Dorn VA Medical Center (VAMC) intends to issue a Firm Fixed Price contract award to a single source under the authority of FAR 6.302-1(a)(2)(iii), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency (Veteran Affairs) Requirements, on or about 27 JUNE 2016 to the SANDLAPPER CONTROLS, INC., COLUMBIA, SC. The period of delivery will be approximately SEVEN (7) ARO days from date of award. VAMC intends to award this requirement as a sole source to SANDLAPPER CONTROLS, INC. because SANDLAPPER CONTROLS, INC.is one of several companies that provide a Cooling Chassis incremental unit, 277 VAC, 1 Ph, 14,200 BTU, (mek014a47) (McQuay model). There is no other known vendor that can provide the extract match to this model, which is needed to support the existing structure of the current space in the wall and to replacement the in operational units, other than this vendor. The cooling units will take up to 6/ 8 weeks to build to the specification of the current units in the facility, and no vendor has been able to build the system or parts for the units. The statutory authority permitting other than full and open competition is Title 10 U.S.C. 2304(c) (1), only one responsible source, as implemented by the Federal Acquisition Regulation (FAR) 6.302-1 -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The North American Industry Classification System (NAICS) code for this requirement is 238220 with the size standard of $15M. This notice of intent is not a request for proposals or quotes; however, all responsible sources may submit a quotation and technical capabilities, which, if received within fifteen calendar days of publication of this notice, shall be considered by VAMC. All responses must be submitted to the Government point of contact at the email address shown below. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
