- Specifications Statement of Work The National Aeronautics and Space Administration (NASA) Goddard Space Flight Center (GSFC) plans to issue a Request for Proposal (RFP) for the Robotic Refueling Mission 3 (RRM3) Xenon Diaphragm Assembly contract. This will be a competitive procurement. This procurement is a total small business set-aside limited to small business concerns. This procurement will provide a xenon diaphragm assembly intended to act as a pump for a xenon transfer demonstration during on-ground and in-space operations. The vendor shall be responsible for the development of the diaphragm assembly design, fabrication, and performance of all inspections and tests. The vendor shall also be responsible for implementing any testing related quality assurance requirements not occurring at Government facilities. The RRM3 Xenon Diaphragm Assembly acquisition has been defined as a Firm Fixed Price type contract. The period of performance is a one (1) year period of performance. The anticipated release date of the Final RFP is July 22, 2016. No draft RFP will be issued. The Government intends to perform the evaluation in accordance with FAR Part 15. The Government does not intend to acquire a commercial item using FAR Part 12. The NAICS code and size standard selected are 541712 with 1,250, respectively. NASA Clause 1852.215-84, Ombudsman, is applicable. When the Final RFP is issued, all responsible sources may submit an offer which shall be considered by the agency. The solicitation and any documents related to this procurement will be attainable electronically from the World Wide Web through the Federal Business Opportunities (FBO) website at https://www.fbo.gov. Prospective offerors shall notify this office of their intent to submit an offer. It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any).
