- SF18 Solicitation Information All quotes/responses shall be submitted via email to Maria Sproul at maria.sproul@navy.mil no later than 10:00 AM Eastern Standard Time on 11 Jul 2016. Solicitation N00421-16-T-0405 is issued as a brand name procurement. The Government intends to purchase on a firm fixed-price basis, and to solicit and negotiate the proposed purchase order on a Brand Name basis for Alcoa Global Fasteners, Inc. DBA: Alcoa Fastening Systems & Rings items listed, under the authority implemented by Federal Acquisition Regulation (FAR) by FAR Part 13.106-1(b). Alcoa Fastening Systems & Rings Inc is the Original Equipment Manufacturer. Only brand name responses will be considered. Offeror's must be registered in the System for Award Management (SAM) Database prior to submission of an offer to be considered for award of any DoD contract. This may be accomplished electronically at http://www.sam.gov/vendor.cfm. Please see attached RFQ This is a firm fixed-price procurement; therefore, the offeror's initial offer should represent the vendor's best quote in terms of price and technical acceptability. Your quote must contain enough technical information to evaluate your quote. Your quote will only be evaluated on the information you provide. ***Instructions to Offerors*** Offers must complete the attached certification in Section K of this solicitation, 52.209-11, Representation by Corporation Regarding Delinquent Tax Liability or a Felony conviction under any Federal Law. Please complete certification and provide with your offer.
