Attachments This is a combined Synopsis/Solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested. A written solicitation will not be issued. This solicitation is being issued as RFQ # ABMC16PS0048. The American Battle Monuments Commission, located in Arlington, VA has a requirement for the completion of Professional Interpretive Program (Personal Services) Evaluations for the American Battle Monuments Commission. The North American Industry Classification System (NAICS) code is 561110 and the size standard is $7.5MIL. The Government intends to award a firm fixed price contract in accordance with FAR Part 12, Acquisition of Commercial Items. Requirements- Primary Work Tasks This contract will focus attention on Professional Evaluation of Personal Service Interpretation Programs. It does not include Non-Personal Services or Exhibits at this time. 1.Pre-visit evaluation of Interpretive Programs (Front End): In order to establish a basic appreciation of the work taking place in each cemetery to be visited the contractor shall: a.Use email and telephone to evaluate the presence of Interpretive Themes; b.Use email and telephone to evaluate the use of Interpretive Themes, Goals, and Objectives; c.Using email and telephone, check for use of Interpretive Program Outlines; 2.Evaluation of Interpretive Programs (Formative): In order to glean desired information in each cemetery to be visited, the contractor shall evaluate each Interpreter at every cemetery visited to; a.Evaluate the quality of interpretive programs on the ground; b.Evaluate the use of Interpretive Goals, Themes, and Objectives; c.Using commonly accepted Interpretive Best Practices, evaluate interpretive presentation techniques by all Interpreters at all cemeteries visited and rate them as: i.Poor; ii.Acceptable; iii.Intermediate; iv.Good, or; v.Excellent. 3.Post-visit evaluation of Interpretive Programs (Summative): On return to the office, for each cemetery visited: a.Review evaluation notes; b.Review Interpretive programs from film or video; c.Include mitigating circumstances d.Prepare and submit a final report with photographs that assists the ABMC understand how well ABMC Interpreters are; •Making use of Interpretive Themes, Goals, and Objectives; •Making use of Interpretation Program Outlines; •Providing quality personal service Interpretation to visitors; •Utilizing interpretive presentation best practices, and; techniques as defined by the National Association for Interpretation. We believe that these are clear cut and measurable tasks. Three standard ABMC evaluation forms are attached for use by the contractor. By providing professional evaluations by an outside source, the contractor will assist in helping the ABMC ensure that future training, auditing, and coaching decisions at cemeteries and monuments are informed by sound data. Interpretive Program Evaluations would be undertaken for Personal Service Interpretation Programs (Walks, hikes, guided tours, School Interpretation programs, Children's programs, etc.) Work to be performed Work would be performed at: •Henri-Chappelle American Cemetery; •Netherlands American Cemetery, and; •Ardennes American Cemetery. These three cemeteries are located relatively closely together so travel and lodging costs can be more easily controlled. If this contract is continued in the future, other ABMC cemeteries will be planned for. This work will require international travel to multiple sites in Western Europe working with local communities. Travel will be in accordance with GSA rates for Europe, but under no circumstances would the combined costs of work and travel exceed the total amount budgeted for the contract. Target Cemeteries are as follows: Interpretive Program EvaluationsHenri-Chapelle American Cemetery Netherlands American Cemetery Ardennes American Cemetery Qualifications Required: 1.One or more linguists available for translations, interviews, surveys, and analysis in French; 2.Familiarity with the professional discipline of Interpretation in the United States, and; 3.Experience in Professional Evaluation of Interpretive personal services programs. "FOB Destination" means that all costs for transportation or freight from the shipping point shall be paid by the contractor and the total price should include all shipping cost. The following provisions and clauses apply to this procurement: FAR 52.212-01 Instructions to Offerors - Commercial Items; FAR 52.212-02, Evaluation - Commercial Items is applicable, and the following shall be included in paragraph (a) of this provision: Quotes will be evaluated based on best value to the Government, which will result from low price.
