- This is not a solicitation. A solicitation will be issued on or about 15 July 2015. Pre-solicitation/Synopsis Notice: Defense Information Systems Agency (DISA) Building 200 Mechanical Piping and Controls, Port of San Antonio, Texas This construction contract will be procured through a RFP process with a 100% Small Business set-aside for competition. The Contractor shall provide all plant, labor and materials to complete the design and construction facility sustainment, restoration, and modernization (SRM) work in accordance with the requirements of the drawings, specifications, and attachments provided. Base Bid: The Contractor shall replace the existing chilled water piping located in crawl spaces and raised floor pipe trenches with a new 10-inch chilled water loop, provide a redundant 20 gallon per minute water supply to the critical cooling towers. Bid Option No.1: The Contractor shall replace existing air handling unit #9, design new duct system to provide ventilation to the computer rooms and design and install a humidity control system for the computer rooms. Base Bid: The Contractor shall design and construct a new 2-inch underground recycled waterline that begins at the existing cooling towers and extends to the existing wrought iron fence adjacent to Clarence Tinker Drive, south corner of the Building 200 site. Refer to drawings for proposed location. Bid Option No. 2: The Contractor shall design and install an 8-inch connection from the new 2- inch waterline to the existing SAWS non-potable waterline. All work exterior the fence shall be done within the utility easement. Location and connections shall be coordinated with SAWS and Port of San Antonio and per their recycled water standards. Refer to drawings for proposed location. The magnitude of construction is estimated to be between $5 - 10 Million. The RFP is anticipated to be issued NO EARLIER THAN July 7, 2016, and proposals will be due on or about June 6, 2016. The 2007 North American Industrial Classification System (NAICS) code applicable to this project is 238220. The Small Business Size Standard is $36.5 Million.
