Description
Significant Changes Notice NOTICE !! The final BMO Phase II Solicitations are projected to be released within the month. Below are the significant changes to note in the final solicitations. Please disregard previous Significant Solicitation Changes Notice regarding Service Groupings. The Service Groupings will remain in two separate groupings as with Phase I. Comments are not required. Service Categories Fire Suppressions System Preventative Maintenance and Repair Services now include both dry and water-based systems. Relevant Project Experience Pursuant to the Small Business Government Contracting and National Defense Authorization Act (NDAA) of 2013 Amendments, effective June 30, 2016, changes are made to the evaluation of small business relevant project experience. When evaluating an offeror's relevant project experience, the capabilities and past performance of first tier subcontractors, teaming partners, and/or participating entities of a Joint Venture will be considered as long as a Contracting Teaming Agreement Commitment Letter is provided with the offer for each service category as applicable. Multiple Zones There will be two solicitations (Unrestricted and Small Business) with Contract Line Item Numbers (CLINS) for each zone. Both the Unrestricted Solicitation and the Small Business Solicitation will be comprised of 5 different zones. Offerors may propose for one zone or for multiple zones. Zone 2 = Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island, Vermont Zone 3 = Florida, Georgia, North Carolina, South Carolina Zone 4 = Oklahoma, Texas Zone 5 = California, Nevada Zone 6 = Illinois, Iowa, Kansas, Missouri, Nebraska Pricing As with Phase I, wage determinations will be provided to use for Service Contract Labor Standards (SCLS) labor categories rate buildup. Phase II solicitations will provide one wage determination per zone (Z2-Boston, Z3-Atlanta, Z4-Houston, Z5-San Francisco, Z6-Chicago). Offered BMO pricing will be evaluated by zone.
