Complete Solicitation ATTACHMENT E: AV PRICING WORKSHEET (EXCEL WORKSHEET) WAGE DETERMINATIONS WD 15-4281 (Rev.-3) This Request for Proposal (RFP) announcement constitutes the only solicitation that will be issued; proposals are being requested and a written solicitation will not be issued. This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This is a request for proposal (RFP) for commercial items in accordance with the procedures of FAR Part 12 - Acquisition of Commercial Items and FAR Part 15 - Contracting by Negotiation. This RFP incorporates all provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-8 -1 (June 15, 2016). This requirement is being solicited as a competetive 8(a) small business set aside, and the Government contemplates a single award, hybrid Time and Material/ Labor Hour/Firm-Fixed Price, IDIQ contract will result from this solicitation. The associated North American Industrial Classification System (NAICS) code for this procurement is 541990 All Other Professional, Scientific, and Technical Services. Its associated Small Business Size Standard is $15 Million. 1.BACKGROUND The Food and Drug Administration (FDA) is located in multiple buildings and locations throughout the Washington metropolitan area and throughout the United States. FDA is in need of technical and non-technical Audio Visual (AV) and conference, meeting and training room support at its various locations. Meetings and conferences consist of a variety of types of meetings including; routine operational formats; executive meetings; public meetings where the Press is in attendance; and highly technical scientific presentations and work sessions where information technology, telecommunications and AV support services are required. Services shall include direct support for FDA personnel in their use of technology during meetings; in designing new AV systems; in the installation of systems; and in the ongoing service of equipment/systems. The purpose of this Statement of Work is to provide an overview of services to be provided on an Indefinite Delivery Indefinite Quantity basis. The consolidation of over 8,500 personnel to the White Oak campus has allowed the Agency to gain the benefit of accessing rooms on a shared use basis among the various component organizations located there. The Central Shared Use building and the Great Room in Building 31 at the White Oak campus are designed to provide shared meeting space requiring central scheduling and AV support. Additionally, the most recently occupied buildings located in the Southeast Quadrant of the campus were occupied by three organizational components of FDA including the Center for Biologics Evaluation and Research (CBER), the Center Drug Evaluation and Research (CDER) and the Center for Tobacco Products (CTP). To derive the benefit of shared meeting space, central AV and meeting room support is provided to over 100 meeting rooms in this group of buildings. A contract is presently in place to support the White Oak Conference Center and the Southeast Quadrant building with AV Support. In addition to AV support services this requirement is for design services; installation services; and ongoing equipment maintenance at the White Oak campus and other FDA locations. The ability to provide AV services including the use of telecommunication and information technology equipment allows FDA to leverage sophisticated technology to enhance and support meetings and reduce travel requirements. FDA routinely uses integrated telecommunications technology, such as Cisco WebEx, Adobe Connectpro and Cisco Video Teleconference equipment to enhance its meeting capabilities; to broadcast special events and public meetings; and to allow personnel working from alternative worksites to participate in meetings. Offerors may submit questions regarding the Request for Proposal (RFP). Offerors shall submit all questions to Alphonso Simmons via email at alphonso.simmons@fda.hhs.gov. The FDA must receive the questions no later than 2:00 p.m. Eastern Time on Friday, July 8, 2016. The subject line shall read: RFP No. 16-223-SOL-00050. FDA will not answer questions received after this date and time, and will not answer questions submitted to individuals other than the named contact. No phone calls please. RFP questions and FDA responses will be sent to all Offerors on or around Thursday, July 14, 2016. Late submissions shall be NOT be evaluated. Fax submissions are NOT authorized. Requests for information concerning this requirement must be submitted in writing, and can be e-mailed to the above Contract Specialist's e-mail address. It is the vendor's responsibility to confirm receipt of all responses and/or questions by the closing date of this announcement by contacting the above Contract Specialist at alphonso.simmons@fda.hhs.gov. To facilitate the award process, ALL proposals shall include a statement regarding the terms and conditions herein as follows: "The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition."
