- Past Performance Questionnaire Room Finish Presentation Drawings Solicitation with specifications This is a Pre-solicitation Synopsis Notice for a 100% SMALL BUSINESS SET-ASIDE procurement for a new building as expansion of the Air and Marine Operations Center (AMOC), March Air Reserve Base, Riverside County, CA. This is a Solicitation - See attached documents The Contract Specialist point of contact for this anticipated solicitation will be Ms. Alice Austin at 817-886-1267, email alice.m.austin@usace.army.mil. FOR INFORMATION ONLY: This Synopsis is ONLY A NOTIFICATION that a solicitation is anticipated and forthcoming. All questions regarding this SYNOPSIS must be submitted in writing via email to the Contract Specialist as noted above. 1. CONTRACT INFORMATION: The Fort Worth District intends to award one firm fixed-price contract is anticipated. The North American Industry Classification Code (NAICS) is 236220 with a small business standard of $36,500,000. 2. PROJECT INFORMATION: Construction of a new building of approximately 22,000 SF. The project includes but is not limited to space configuration to accommodate Automated Data Processing, Telecommunications, Network Operations Center, administrative offices and workspace, conference rooms, secure storage, mechanical/electrical space, work/computer build areas, controlled visitor entry, and restrooms, HVAC, Electro-Magnetic Shielding, raised floor with under floor moisture detection system, fire protection and alarm system, and a lighted parking lot. The Period of Performance will be approximately 365 days after issuance of the Notice to Proceed (NTP). The estimated constructions costs of this project is between $10,000,000 and $25,000,000. FAR CLAUSE 52.219-14 (c) (4) LIMITATIONS ON SUBCONTRACTING, which states "By submission of an offer and execution of a contract, the Offeror /Contractor agrees that in performance of the contract the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees" applies to this contract. 3. EVALUATION INFORMATION: This will be a Competitive Request for Proposal using best value lowest price technically acceptable (LPTA) procedures. The proposals will be evaluated on the following tentative factors: Price, Experience on Similar Projects, Past Performance on Recent/Relevant Projects, and Organizational Approach. 4. SUBMISSION INFORMATION: The solicitation will be made available on/or about 1 July 2016 with proposals due on or about 1 August 2016. Offerors must be registered in SAM prior to award. Lack of registration in the SAM database will make offeror ineligible for award. Information on SAM registration & ORCA can be obtained at http://www.sam.gov. The solicitation and associated information and the plans and specifications will be available only from the Federal Business Opportunities (FedBizOpps) website online at https://www.fbo.gov/. No additional media (CD Roms, Floppy Disks, Faxes, or Paper) will be provided unless the Government determines that it is necessary. It is the responsibility of the offeror to check FedBizOpps for any amendments or changes to this notice or the solicitation. This procurement may be delayed, cancelled or revised at any time during the solicitation, evaluation and/or final award process.
