- DRAFT Performance Work Statement W912CN-16-R-0027 The 413 TH Contracting Support Brigade (CSB) Regional Contracting Office (RCO) - Hawaii is conducting market research to determine interested sources within industry for a requirement to provide strategic planning support services to the 94 th Army Air and Missile Defense Command (AAMDC) G5 (Strategic Plans) at Joint Base Pearl Harbor Hickam, Island of Oahu - Hawaii. The services will include various staff work to included but not limited to compiling notes, information, slides, and documents from various directorates and compiling them into finished products for review by the G5; editing documents for grammar and formatting; attending and taking notes at various meetings, briefings, and planning sessions; participating in exercise planning and execution; and creating or formatting memorandums, white papers and other written correspondence and documents for the Command. The desired outcome is quality written documents, slide presentations, and product consolidation that can be used by the G5 to plan, present and assess Operation Plans (OPLANS), Campaign Plans, and other strategic planning efforts. The DRAFT Performance Work Statement is included. THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A " REQUEST FOR PROPOSAL (RFP)" TO BE SUBMITTED. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. RESPONSES WILL NOT BE RETURNED TO THE RESPONDER. NOT RESPONDING TO THIS NOTICE DOES NOT PRECLUDE PARTICIPATION IN ANY FUTURE RFP, IF ANY ISSUED. Responses to this sources sought notice will be used to make appropriate acquisition decisions. After review of the responses to this sources sought notice, and if the Government plans to proceed with the acquisition, a solicitation announcement will be published in Federal Business Opportunities website www.fbo.gov. No telephone calls will be accepted requesting a bid package or solicitation. There is no bid package or solicitation at this time. In order to protect the procurement integrity of any future procurement, if any, that may arise from this notice, information regarding the technical point of contact will not be given and no appointments for presentations will be made. This Sources Sought notice is unrestricted at this time and is a market research tool used for planning purposes only to gain knowledge of the interest, capabilities and qualifications of interested firms. The North American Industry Classification System (NAICS) Code for this project is 541611, Administrative Management and General Management Consulting Services with a small business size standard of $15.0 M. We are not requesting technical/management proposals. If you are an interested source please provide the following voluntary information: 1) Company name, address, point of contact name, phone number, and email address. 2) Contractor and Government Entity (CAGE) Code. 3) Size of business - Large Business, Small Business, Small Disadvantage, 8(a), Hubzone, Woman-owned and/or Service Disabled Veteran-owned. 4) A detailed Statement of Capability (no more than 10 pages); which identifies your interest in this requirement and clearly demonstrates your ability to meet the requirements specified in the attached DRAFT Performance Work Statement. The Statement of Capability should include any past performance information on Commercial/Government contracts of similar size and scope and how they relate to the 94 th AAMDC Strategic Planning Support Services Requirement. SPECIAL REQUIREMENT: Personnel and Facility Security Clearances. A DD Form 254 Contract Security Classification Specification shall apply to this requirement and the prime contractor shall have a TOP SECRET - SENSITIVE COMPARTMENTED INFORMATION (SCI). Information provided will not be used as a part of any subsequent solicitation requirement.
