- Amendment 0001 The Office of Acquisition and Agreements Management (OAAM) of the National Institute of Standards and Technology (NIST) located in Gaithersburg, MD is soliciting proposals, on behalf of the NIST Center for Nano-Science Technology (NCNR) for welding services. The Contractor shall provide the welding services for NCNR starting in September, 2016. This requirement is being solicited as a total small businesses set-aside. The North American Industry Classification System (NAICS) code for the acquisition is 811310 - Commercial and Industrial Machinery and Equipment Repair and Maintenance, with a size standard of $7,500,000.00. This acquisition is being issued at a 100% Small Business set-aside in accordance with FAR 52.219-6. The acquisition is being issued as a Request for Proposal (RFP) SB1341-16-RP-0014 in accordance with FAR Part 12 and FAR Part 15 Contracting by Negotiation. NIST anticipates awarding a multiple award Indefinite Delivery/Indefinite Quantity (IDIQ) contract to the vendors whose proposals represent the best overall value based on price and non-price factors. Proposals will be evaluated on the following factors; Factor 1 - Welding Infrastructure, Factor - 2. Experience, Factor 3 - Technical Approach to Sample Task Order, Factor 4 - Past Performance, Factor 5 - Price. A copy of the solicitation is attached to this announcement as a downloadable pdf file. Proposals shall be due no later than July 7, 2016 by 1:00 P.M. Eastern. To be eligible for award, vendors must be registered with the System for Award Management (SAM): www.sam.gov and obtain a DUNS number by calling 1-800-333-0505. Prospective Contractors are also required to complete electronic annual representations and certifications at sam.gov.
