N00164-16-R-JT20 - SOLE SOURCE - REPAIR/UPGRADE/REWORK AND MAINTENANCE, SPARES AND REPLENISHMENT, SYSTEM TRAINING SUPPORT, DATA COLLECTION, AND LOGISTICS SUPPORT SERVICES, PROGRAM FOR THE UNITED STATES NAVY (USN) - FSC 5895 - NAICS 334511 - Anticipated Issue Date: 29 JUN 2016 - Anticipated Closing Date: 28 JUL 2016 - 4:00 PM Eastern. The Naval Surface Warfare Center, Crane Division intends to enter into a Firm-Fixed-Price (FFP), Basic Ordering Agreement with Colonial Assembly and Design (CAD), 3361 Shannon Airport Circle, Fredericksburg, VA 22408 (CAGE Code: 9T536). This effort will be conducted on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302.1. This procurement effort is for Repair/Upgrade/Rework and Maintenance, Spares and Replenishment, System Training Support, Data Collection, and Logistics Support Services for the Maritime Patrol and Reconnaissance Aircraft (MPRA) program office PMA-290, and Persistent Maritime Unmanned Aircraft Systems (PMUAS) program office PMA-262. This will not be a Commercial acquisition in accordance with FAR Part 12. The proposed BOA is for supplies which the Government intends to solicit with only one source under authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for proposals. A determination by the Government not to compete this proposed BOA based on responses to this notice is solely within the discretion of the Government. Information received in response to this synopsis will normally not be considered solely for the purpose of determining whether to conduct a competitive procurement. The Naval Surface Warfare Center, Crane Division intends to issue a solicitation on a sole source basis for a Basic Ordering Agreement (BOA) that will cover a five year ordering period. The Government intends to award a Firm-Fixed Priced (FFP), five (5) year BOA. This proposed procurement is for an anticipated maximum BOA Ceiling of $5 million for Repair/Upgrade/Rework and Maintenance, Spares and Replenishment, System Training Support, Data Collection, and Logistics Support Services for the Maritime Patrol and Reconnaissance Aircraft (MPRA) program office PMA-290, and Persistent Maritime Unmanned Aircraft Systems (PMUAS) program office PMA-262. Delivery terms are F.O.B Destination. Inspection and Acceptance: Spares/Repairs will be at Origin. Engineering Services/Travel will be at Destination. Data deliverables are in accordance with Contract Data Requirements Lists, DD 1423's. Contractors must be properly registered in the System for Award Management (SAM) and the Joint Certification Program (JCP) in order to receive controlled documents.
