CANCELLATION NOTICE:This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is W912C3-16-T-0004 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-86. The associated North American Industrial Classification System (NAICS) code for this procurement is 323111 with a small business size standard of 500.00 employees.This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2016-03-15 14:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be Fort Buchanan, PR 00934 The MICC Fort Buchanan requires the following items, Meet or Exceed, to the following: LI 001: The Mission and Installation Contracting Command at Fort Buchanan, Puerto Rico is conducting market research in order to determine the availability and capability of companies to provide ?El Morro? Civilian Enterprise Newspaper. This is a Sources Sought Notification and is for market research purposes only. The purpose of posting this sources sought notification is to locate an experienced civilian enterprise newspaper providers capable of and interested in providing El Morro newspaper at Fort Buchanan, Puerto Rico. The contractor shall provide all personnel, equipment, labor, supplies, tools, materials, supervision and other items necessary to publish El Morro once a month. The Government will provide the articles. The contractor shall collect ads, assemble, lay out, print and deliver a minimum of 10,000 copies monthly, 12 months of the year of the newspaper on El Morro?s scheduled publication day, the first day of every month. The newspaper will be distributed in Fort Buchanan, local and federal agencies within the San Juan metro area, US Army Reserve Headquarters, Puerto Rico National Guard Headquarters, and other designated locations around the island of Puerto Rico. The El Morro is a primarily English language publication; however, some articles will be bilingual (in English and Spanish). See attached Performance Work Statement (PWS) for more detailed information. The period of performance will be for a one-year base contract with four option years. It is the intention the revenue the Contractor receives from the sale of the advertisements in El Morro shall be used to mitigate costs to the Government for publishing. The solicitation will be issued electronically and will be available on the FedBizOpps website on or around March 23, 2016 (publication date is subject to change). The applicable North American Industry Classification System (NAICS) code is 511110, Newspaper Publishers, which has a small business size standard of 500 employees. The information provided under this Sources Sought Notification will not be returned, and no compensation will be provided from any response to this announcement. Proprietary information submitted will be protected, when so designated. Responses should include the following: 1. Reference Sources Sought Number 2. Size of the business and socio-economic status (i.e. small business, large business, 8(a), HUBZone, Service-Disabled Veteran Owned Small Business, etc.) 3. Statement of Capability stating your skills, experience, and knowledge required to perform the specified type of work. Information submitted must be in sufficient detail to allow for a thorough government review of firm's interest and capabilities. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, MICC Fort Buchanan intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. MICC Fort Buchanan is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. Buchanan, Puerto Rico which means that the seller must deliver the goods on its conveyance to Ft. Buchanan or to the destination specified by the Buyer. The seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination. No partial shipments unless otherwise specified at time of order. If you have complaints about this procurement, it is preferable that you first attempt to resolve those concerns with the responsible contracting officer.
