Description
This is a Sources Sought and is for informational purposes only. This is not a solicitation announcement, nor is it a Request for Proposal (RFP). No solicitation is currently available. This request does not obligate the Government in any contact award. The Government will not pay for the provision of any information, nor will it compensate any respondents for the development of such information. Do not submit cost proposals or cost information. Response to this notice is strictly voluntary and will not affect any firm's ability to submit a proposal if and when a solicitation is issued. The U.S. Army Corps of Engineers (USACE), Pittsburgh District, is conducting market research to determine the business size and identify interested sources for a Culvert Replacement at East Branch Lake. The proposed NAICS for the proposed acquisition is 237310 - Highway, Street, and Bridge Construction. The information gathered will be used by the Government to make appropriate acquisition decisions. SCOPE OF THE PROPOSED ACQUISITION: The contractor shall provide all labor and materials necessary to replace the East Branch Lake boat launch parking lot drainage system. The boat launch parking lot drain replacement work will consist of: diverting stream water from the work area; removal of guard rail sections; moving and storing rip rap from sloped area where excavation will occur; cutting, removing and disposal of parking lot asphalt; excavation, removal and disposal of the existing corrugated metal pipe and headwall; backfilling for culverts and concrete drop inlet with grate; installing new pipe with end section and drop inlet; backfilling remainder of culvert and adjacent to drop inlet; patching asphalted areas; replacing rip rap previously moved; reinstalling guard rail sections previously removed; and removing temporary barrier diverting streams. The work is located at the boat launch parking lot at East Branch Lake. This location is within a small area that is covered by PADEP NPDES Permit PAI-0624-12-001 for the Dam Safety Modification Project, Cutoff Wall Contract, W911WN-14-C-0002. Any contractor that performs earthwork within the limits covered by the existing Cutoff Wall Contract NPDES Permit must become a Co-Permittee on the existing permit. The existing NPDES Permit boundary is 109.9 Acres for the Cutoff Wall Contract and covers a little over 1/3 of the Government property at East Branch Lake. The proposed boat launch parking lot drain replacement work will disturb approximately.01 Acres within the existing 109.9 Acre permit boundary. NPDES Permit boundaries cannot overlap, therefore, any earth disturbance work within an existing permitted boundary must be incorporated into the existing NPDES permit. Any new construction contractors performing earth disturbance work within an existing permitted boundary, must be added on to the existing NPDES permit as a Co-Permittee, thereby holding them potentially liable for ALL work within the permit boundary. The following statement is included on the Co-Permittee Agreement forms that are signed by a new contractor and submitted to the Elk County Conservation District: "____(name of contractor)___ hereby assumes joint and severable responsibility, coverage, and liability under the permit for any obligations, duties, responsibilities and violations under said permit." The current NPDES permit is held by the US Army Corps of Engineers as the Permittee and Bencor Global, Inc as a Co-Permittee. INTERESTED SOURCES MUST PROVIDE THE FOLLOWING INFORMATION: Interested and capable sources are requested to provide complete responses with the following information no later than 11:00 a.m. on July 7, 2016 to lrp.contracting@usace.army.mil: (1) Company/firm name and address (2) Company/firm point of contact, telephone number and email address (3) Company/firm cage code (4) Company/firm business size, to include designation as large business, small business, HUBZone, 8(a), Services Disabled veteran Owned Small Business, Small Disadvantaged Business or Women-Owned Business. (5) All interested contractors should submit a narrative demonstrating their specialized experience in similar type contracts and past performance. Capability statements should include, bonding capacity, bonding availability, details of similar projects and the completion dates, and contract amounts for the similar projects listed. (6) Identify any potential concerns with being added on the existing NPDES permit as a "Co-Permittee."
