- QUALITY ASSURANCE SURVEILLANCE PLAN (QASP) PAST PERFORMANCE QUESTIONNAIRE SOLICITATION W911QY-16-T-0005 The Army Contracting Command, Natick Contracting Division (ACC-APG-NCD) is hereby issuing a Request for Quotation (RFQ) for locksmith services for Point Loma, California at the Naval Health Research Center (NHRC). Electronic/Digital delivery of quotations is required. No hard copies will be accepted. Quotation packages can be uploaded using the website: https://safe.amrdec.army.mil/safe/Welcome.aspx, no later than July 28th, 2016 at 11:00am Eastern Standard Time. Late Quotations will not be considered. Please see enclosed documents regarding the Solicitation, the Past Performance Questionnaire, and the Quality Surveillance Plan (QASP). Please send your questions no later than July 14th, 2016 to jennifer.s.bassett.civ@mail.mil. No phone calls will be accepted.
