- Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services (AMS) on behalf of PSC, Administration for Community Living (ACL) intends to sole source to: National Academy of Sciences 2101 Constitution Ave NW Washington, DC 20418-0007 The National Academy of Sciences (NAS) was established by an Act of Congress and signed by President Lincoln in March 1863 to "investigate, examine, experiment, and report upon any subject of science or art....whenever called upon by any department of the Government." The Institute of Medicine (IOM) was chartered in 1970 by the National Academy of Sciences, under the terms of the 1863 Congressional charter. One central purpose of the NAS and IOM is to advise the government on issues of science, medicine, and technology. The Academy and its affiliated organization are private, independent. nonprofit institutions that jointly possess a singularly unique status as congressionally chartered advisors to the government. Every year many studies are requested of the Academy and its sister organizations.
