- PRE-SOLICITATION NOTICE R16PS01354 FLATIRON AND CARTER LAKE FIBER OPTIC AND CONTROLS UPGRADE Colorado-Big Thompson Project Colorado The principal components of work to be performed under these specifications include the following: The existing aerial copper control and communication cables and the equipment for the control systems between the Flatiron Powerplant, the Carter Lake Shaft House, the Flatiron Gatehouse, and the Flatiron Gauging Station will be replaced with new fiber-optic, programmable logic controller (PLC) based systems with modern control hardware. This work is located approximately 12 miles southwest of Loveland, Colorado in Larimer County. The solicitation package is anticipated to be available for viewing through electronic commerce via https://www.fbo.gov on or about July 15, 2016. Interested vendors may also check Bureau of Reclamation's website at https://www.fedconnect.net. Proposals will be due on or about August 15, 2016 at the Bureau of Reclamation's Great Plains Regional Acquisition Office, 2021 4th Avenue North, Billings, Montana. All responsible business sources may submit a proposal, which shall be considered by the Bureau of Reclamation. The estimated price range of this acquisition is between $150,000 and $500,000. The acquisition will be issued as set aside for Small Business competition using Request for Proposal procedures in accordance with Federal Acquisition Regulation, Part 15, Contract by Negotiation. The applicable North American Industry Classification System (NAICS) Code is 238210, Electrical Contractors and Other Wiring Installation Contractors. (Low voltage electrical work). The Government anticipates award of this procurement on or about September 15, 2016. The Contractor shall be required to complete the entire project within 122 calendar days from receipt of the `Notice to Proceed ¿, which will be issued on or about October 1, 2016.
